The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within Shelter, Education, Food security, Legal Assistance, Camp Management Water, Sanitation and Hygiene sectors.

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, UNHCR and UNICEF, NRC is implementing integrated projects in Adjumani/Arua/Yumbe refugee settlements. NRC also initiated an urban refugee programme in Kampala.
NRC now seeks to fill the position of Project Officer - Water, Sanitation and Hygiene Promotion whose main purpose will be to ensure effective planning and quality implementation of the hygiene promotion activities in Bidibidi Refugee Settlement, Yumbe District. The incumbent will assist the WASH PM in providing technical support in the development of NRC’s WASH programming for hygiene promotion; including, NFIs distribution and vector control services in the refugee and neighbouring host communities. He/she will also work closely with the other Project Officers and Assistants in the field to ensure timely delivery of quality field activities, and will assist the PM in overall planning and design of projects. Specific tasks for this position shall be to:

- Design of programme activities (including proposal development) with clear timelines and deliverables.
- Ensure that all assessments and data collection are done in an integrated manner and that a Do no Harm approach is employed.
• Collect, record and qualitative and quantitative data and facilitate community consultation to feedback the result of assessments;
• Conduct hygiene coverage, needs & gaps (handwashing facilities, bath shelters, solid wastes, etc.) and Public health risks assessments regularly as required and advise accordingly.
• Collect, record and qualitative and quantitative data and facilitate community consultation to feedback the result of assessments;
• Work closely with the water supply and sanitation team to mobilize the refugee community in the design, implementation and monitoring of WASH facilities and Hygiene promotion services.
• Coordinate the NRC’s Hygiene promotion activities in the refugee settlements and host communities.
• Coordinate with health Implementing Partners and collect regular epidemiological data that help to take appropriate action.
• Ensure that the WASH/Water user committees and Hygiene promoters monitor the functionalization and utilization of WASH facilities and mobilize refugees in taking action to improve high risk hygiene practices. Work with District Health Officers/staff on information dissemination related to good hygiene practices and capacity building of staff.
• Recruit, train, and manage national and incentive workers (plumbers, water quality monitors, etc.) including performance appraisal.
• Supervise hygiene promotion activities in line with relevant standards, codes of conduct, and humanitarian principles.
• Provide weekly/bi-weekly update reports
• Manage the WASH Assistants and Hygiene Promoters – set and agree their work and task objectives in accordance with work plans, approaches and standards
• Attend Hygiene Promotion and WASH coordination meeting at Zonal, Bidibidi and district levels as would be required.

Qualifications

• A qualification in Social Sciences or its equivalent;
• A minimum of 3 years experience in a humanitarian (emergency) and development WASH programme preferably with an INGO;
• Proven practical experience in the planning and execution of WASH/Sanitation and Hygiene Promotion or Public Health Promotion;
• Ability to initiate, develop, plan and implement an integrated programme Problem solving and analysis often involves difficult decision-making based on scenarios and unknown variables;
• Experience in a humanitarian (emergency) and development WASH programme preferably with an INGO;
• Experience in capacity building and training of staff and target groups;
• Input to decision making on whether and/or on the scope, size and quality of the programme;
• Proven ability to use MS Office software (especially Word and Excel) is essential. Experience with other computer programs such as SAP 2000 and Microsoft Project would be an advantage;
• Fluency in written and spoken English; knowledge of local language is highly desirable;
• Spend 80% of time in the field to support staff;
• Gender sensitivity and considers Protection issues.
