Who are we?

DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. 

 

About the job

Under the direct supervision of the regional grants manager, the RGS’s role is to ensure that DRC country offices and regional office are compliant with DRC MENA’s grant management guidelines, as well as DRC’s operational requirements (including but not limited to finance, logistics, procurement, and human resources).

 

Duties and Responsibilities

 

1. Grants management and compliance

DRC

  • Assess and build country office’s capacities to comply with MENA grant management guidelines
  • Ensure country office compliance with grants management system (GMS)
  • Assist country office and RO in preparing, facilitating, and following up on grant meetings as well as in drafting, finalising, and sharing minimum set of documents required for grant meetings
  • Provide support on grants management of multi-country and regional grants

 

Donor

  • Provide training on compliance with donors’ regulations and requirements.
  • Provide support to country offices to ensure operational compliance of grants with guidelines and donor regulations in the areas of finance, logistics, procurement, and human resources.
  • Review country office reports to donors
  • Prepare and present on donor rules and regulations during grants meetings.

 

2. Programme development

  • Lead or assist in developing and/ or reviewing concept notes, proposals, and amendments for multi-country or regional interventions.
  • Gap filling or providing temporary support to country offices for proposal development.
 
 3. Other
  • Liaise with finance colleagues on budget follow up and expenditure levels of running grants
  • Conduct or facilitate country and regional level donor mapping
  • Conduct or facilitate training for country or regional office, including but not limited to on logframes, proposal development, and/ or reporting
  • Inductions of new colleagues
  • Other tasks as identified by the regional grants manager
 
 
Qualifications

To be successful in this role you must have:

  • At least 3 years of grants’ management experience with an international NGO.
  • A Master’s degree in international relations, project management, business administration, or studies relevant to the post
  • Knowledge of donor rules, regulations, and procedures of donors including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
  • Proven experience in successfully applying for institutional donor funding.
  • Proven experience in capacity building and training of national staff and partners.
  • Willingness to travel to DRC countries of operation across the MENA region.
  • Excellent computer skills
  • Fluency in English
  • Arabic is an advantage

We offer

DRC will offer the successful applicant a two-year contract. You must be available to start work from January 2018 and be willing and able to work in Amman.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates or Nationals; please refer to www.drc.org under Vacancies. This position will be placed at A17 level for Expatriates or E level for Nationals.
