Organizational Setting


The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment, including advanced nuclear fuel cycle facilities, and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions, A, B and C; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.


Main Purpose

 

Reporting to the Section Head and to the Senior Inspector for State Level Coordination, the State Level Assistant (SLA) prepares and processes documentation related to the implementation of safeguards at the State level, which primarily entails state evaluation and the implementation of the Additional Protocol. This includes providing support in preparing and processing of State Evaluation Reports (SERs).


Functions / Key Results Expected

 

  • Act as a focal point and coordinator for all steps in the production process of State Evaluation Reports\: managing administrative processes, tracking progress, reporting on issues and liaising with colleagues to complete production.
  • Track and monitor complementary access and reporting activities, providing an overview to the SIS and highlighting urgent and outstanding issues for action.
  • Maintain and comprehensively monitor all recommendations of Departmental information review committees , ensuring implementation and compliance and verifying that all information for the purpose of State evaluation and reporting is available and made use of as required.
  • Compile information relevant to the State Evaluation Process from various sources, ensuring the completeness and correctness of this information to the maximum extent possible.
  • Assist the Senior Inspector for State Level Coordination and the Country Officers in drafting and processing the State level Safeguards Approaches and Annual Implementation Plans (AIPs). Monitor the follow-up actions for resolution of issues identified by SIC and SIS-C and other activities including Complementary Access documentation and correspondence.
  • Manage all routine and non-routine correspondence related to Additional Protocol and Complementary access, drafting responses as appropriate and assuring timely issuance of correspondence.
  • Provide required support and/or backup to other State Level Assistants or Implementation Assistants as instructed by the Section Head and/or the Senior Inspector.

Qualifications, Experience and Language skills

 

  • Completed secondary education.
  • Minimum of six years of relevant working experience, preferably in the field of nuclear safeguards concepts and practices.
  • Experience in planning and coordination role and/or information analysis in a customer focused environment is as asset.
  • Experience in database management, data retrieval applications and document management desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 1) and typing test (level 1) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 50755 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Testing may be part of the recruitment process.
