This is an exciting opportunity for professional who can provide expert advice, analysis and technical support to the Libya Country Office and country on policies, programmes and legislative, operational and advocacy strategies in the area of Adolescent Development and participation issues, and propose and support initiatives which will contribute to the achievement of harmonious development and protection of adolescent in LCO.

BACKGROUND:

It is almost five years since violence in Libya, conflict and instability spread to almost every part of the country. The humanitarian needs overview for Libya paints a deeply concerning picture of a people in the grip of armed conflict and political instability, and forced to flee their homes, with authorities struggling to provide basic social services. An estimated 2.44 million people are in immediate need of protection and some form of humanitarian assistance.

UNICEF Libya country office has scaled up its programmes in 2017 to respond to the needs of the conflict affected population in line with the Core Commitments for Children in Humanitarian Action.  In order to deliver the required assistance during 2017 and 2018, UNICEF Libya country office will recruit programme and operations (FTs, TAs, and consultants).

How can you make a difference?

Under the supervision of the Deputy Representative, provide expert advice, analysis and technical support to the Libya Country office and country on policies, programmes and legislative, operational and advocacy strategies in the area of Adolescent Development and participation issues, and to propose and support initiatives which will contribute to the achievement of harmonious development and protection of adolescent in LCO.

Key functions, accountabilities and related duties/tasks

  1. Advise the CO and assists the Deputy Representative on activities leading to the preparation of the Situation Analysis for programme development, strategic communication formulation, as well as reporting purposes and periodically updates by monitoring and analyzing the social, political and economic trends in Libya that affect adolescents;    
  2. Assists & provides technical inputs to develop a strategy that will enable adolescents to claim their rights to protection and development in collaboration with their families and communities and contributes to the LCO plan for the achievement of the MTSP priorities;
  3. Promote intersectoral partnerships ensuring that adolescent issues for boys and girls in particular humanitarian and development linkages are given adequate consideration in LCO across sectors and country programmes of cooperation;
  4. Participate with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches and forging broad-based partnerships for improving programme delivery, with emphasis on advocacy, community participation and social mobilization;
  5. Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes/projects in coordination and collaboration with government and other partners;
  6. Provides technical advice to the COs in the planning, development and implementation stages of the programmes/projects. Plans, organizes and conducts training and orientation activities for CO/Government personnel and beneficiaries, for the purpose of capacity building and expansion of coverage of services;
  7. Facilitate the understanding of the importance of Adolescent Development and Participation for partners and LCO through effective knowledge management promoted through drafting/finalizing key ADAP sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange in the region and headquarters;
  8. In coordination with the Deputy Representative and HR section, provide leadership to ensure that UNICEF staff have the required capacity to deliver on adolescent programming both at the preparedness and response levels;
  9. Assist in developing annual work plans for CO adolescent development and participation activities, monitors compliance and provides support and guidance to ensure expected results are obtained. This entails identification of human resource   requirements, performance planning, monitoring and appraisal. Participates in the preparation of all programmes reports     required by Management, Board, Donors, budget reviews, programme analysis, annual reports, etc.

To qualify as a champion for every child you will have…

  • An advanced university degree in Social Sciences or related technical field.

  • A minimum of Five (5) years of professional work experience in the development, implementation, management, monitoring and evaluation of field programmes, particularly adolescent/youth programmes in developing countries at national and international levels.

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of Arabic is desirable.
