For the Cordaid Country office in Afghanistan, Cordaid is looking for a Lobby and Advocacy Coordinator

Introduction

Cordaid is working in Afghanistan since 2000. Cordaid is active in Afghanistan, with a Cordaid Country office in Kabul as well as through partnerships with local organizations. Cordaid at present works in 15 provinces on healthcare, security and justice and women’s leadership for peace and security, lobby and advocacy and agriculture / food security. Due to the conflict-ridden nature of Afghanistan, all activities by Cordaid are community-based and conflict-sensitive. Cordaid distinguishes three main processes: strategic financing, communication and fundraising, and the office in Kabul is active in all three processes. At the moment, the healthcare program is the largest program aiming at health systems improvement (Performance-Based Financing) and women’s health. Women leadership, security and justice and lobby and advocacy strategic partnerships are increasing in size. Cordaid is also striving to maintain and expand economic opportunities and employment projects for better income and stabilized communities. Cordaid is proud of its strategic partnerships with many government ministries and strong Afghan civil society organizations.

Position and responsibility

The Lobby and Advocacy Coordinator will be supervised by the Country Director in Afghanistan and reports directly to him.

General objective of the posting

Ensure proper implementation of the Dialogue and Dissent Partnership on Lobby & Advocacy.

Responsible for lobby and advocacy results according to the goals of the Dialogue and Dissent Partnership in Afghanistan.

Specific objectives

Coordination of the Dialogue and Dissent Partnership on Lobby & Advocacy:

Ensure timely and proper implementation and monitoring of the program

Coordinate in-country Dialogue and Dissent team

Ensure timely selection and contracting of local partners

Ensure coordination and synergy with other Cordaid programs/units

Strategic guidance of Dialogue and Dissent Partnership in country

Ensure development, learning and adaptation of Theory of Change of the Program

Ensure development and implementation of a learning agenda

Ensure adaptation of program to context

Lobby and advocacy

Facilitate development of Lobby & Advocacy plans of Country Office and Local Partners.

Coordinate all lobby activities of Country Office, in alignment with international lobby

Engage in strategic lobby activities, by representing Cordaid and the Program in networks, conferences and relevant platforms

Capacity development

Ensure regular capacity assessment of partners

Facilitate capacity development and knowledge sharing, based on assessment of needs

Management information

Ensure timely information and communication with Country Director and Head Office staff

Responsible for financial management of the in-county program

Signal opportunities for additional funding

Qualifications

Master in Development studies, Political Science or related studies

Experience of lobby and advocacy work

Access to relevant national and/or international political networks

Experience with capacity development strategies and approaches

Planning and coordination skills

Social/Communication skills

Excellent English language writing and communication skills

Writing skills to draft lobby documents such as policy papers, articles, press statements

Contract information

The contract period is for 1 year starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
