Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates

Background – UNMAS Iraq

The United Nations Mine Action Service (UNMAS) was established in 1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies."

 UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of Explosive Hazard (EH) mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and (IED) Weapons and Ammunition Management (WAM).

 The UNMAS Iraq programme was formally established in June 2015, at the request of the UN Under-Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS is supporting multiple layers of operations under the UNMAS Iraq Strategic Plan which focusses on three main components: 1. Explosive Hazard Management; 2. Capacity Enhancement, and 3. Risk Education.  

Functional Responsibilities

Under the direct supervision of the Head of Support Services, the Budget Officer is responsible for effective delivery of budgetary and financial management services, and transparent utilization of financial resources. He/she analyses and interprets financial rules and regulations and provides solutions to a wide spectrum of complex financial and budgetary issues. The Budget Officer must maintain a strong understanding of programme and project components, contribution agreements and financial agreements to ensure accurate allocation of expenditure to the relevant project and budget design for new proposals. The Budget Oficer promotes collaborative, client oriented approach consistent with UNOPS rules and regulations and shall focus on providing the following support outlined below:

Effective and accurate budgetary management and oversight: 

  • Ensure effective management of the project budgets and supervise the financial administration of projects in the Iraq Mine Action Programme;
  • Advise and identify problems in financial and budgetary areas, suggesting alternative solutions to resolve issues in compliance with broader UNOPS policies, rules and procedures; 
  • Establish and maintain effective project resources and processes for the implementation of projects, within the Iraq Mine Action Programme;
  • Prepare working budgets to support the implementation of work plans and develop strategies for resources mobilization, in close consultation and collaboration with the Programme Management Office (PMO) and Support Services;
  • Produce accurate periodic cash flow projections to share with the Programme Management Office (PMO) and Support Services for close monitoring, interpreting and predicting future trends of individual projects.

Implementation of operational strategies and procedures: 

  • Ensure full compliance of budget activities, budget recording/reporting system and audit follow up with UNOPS rules, regulations, policies and strategies; implementation of effective internal control, proper design and functioning of the budget resources management system;
  • Elaboration/establishment of internal standard budget operating procedures and control of the workflows in close coordination and consultation with the PMO.

Timely budget preparation and effective monitoring and control: 

  • Identification of administrative budgetary requirements; provision of guidance on guidelines for budget preparation;
  • Analysis and revision of data with respect to the finalization of cost estimates and budget proposals, in terms of personnel and non-personnel requirements submitted by project managers and/or clients; review of  budget proposals for reasonableness together with the PMO, consistency with the organizational goals and priorities;
  • Timely financial reports in accordance with UNOPS rules, and in line with the established procedures;
  • Review and appropriate recommendations with respect to finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
  • Be responsible to abide by security policies, Operational Directives, Administrative Instructions, plans and procedures of the UN Security Management System and that of UNOPS, as well as by Programme established workflows;
  • Perform any other duties assigned by the line supervisor commensurate with the incumbent’s experience and capacity;
  • Perform other related duties as required.

Education/Experience/Language requirements

Education
  • Advanced University degree (Master's degree or equivalent) in Business Administration, Finance, Accounting or any relevant field with five (5) years of relevant experience OR                                                     
  • First level university degree (Bachelors degree or similar) in Business Administration, Finance, Accounting or any relevant field with seven (7) years of experience. 
Experience
  • Relevant experience is defined as experience providing a wide-spectrum of operation-oriented budget management services;
  • Within relevant experience at least three (3) years experience in preparation of project budgets and financial reporting and analysis is required;
  • Familiarity with UN Financial Rules and Regulations is desired;
  • UNOPS Working Experience is desired;
  • Strong cost controller and proven experience of Support Processes is desired; 
  • Experience managing personnel and operational systems is desired;
  • Experience in project management is desired; 
  • Prince 2 training or other related project management training is desired;
  • Experience in financial resource management is desired;
  • Experience in internal audit management is desired.
Language
  • Fluency in English (writing, speaking and reading) is required;
  • Knowledge of another UN official language is desired
