We are looking for a qualified and highly-motivated professional to be part of DRC’s Protection Team in Tripoli , Libya  
 
 
Who are we? 
 
Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.  
 
  
About the job :
 
 
The Protection Officer is responsible for effectively contributing to the implementation of DRC’s program of protection and assistance to vulnerable migrants and refugees in Libya. To this end, the Protection Officer provides a wide-range of protection services and material assistance to the target population so as to ensure the quality and efficiency of DRC’s humanitarian response. The Protection Officer is expected to build positive relationships with beneficiaries, local communities, authorities and humanitarian partners so as to ensure the success of DRC’s intervention. 
 
 
Duties and Responsibilities:
 
Program 
  • Conduct protection monitoring visits in detention centers and urban communities to assess the protection needs of vulnerable migrants and refugees. Identify key protection risks and trends and report them to the Protection Team Leader and the Deputy Protection Team Leader in a clear and timely manner.  
  • Identify the specific needs of individual beneficiaries, using established vulnerability criteria. Based on a comprehensive case-management approach, including the developement of a case plan, provide an adequate response by directly delivering assistance and/or by referring them to other humanitarian agencies and service providers as per established referal pathways. 
  • Provide direct assistance to migrants, refugees and other identified vulnerable groups and individuals in detention centers and in urban communities in the form of  different Non-Food Items (NFIs), phone calls for familly communication as well as cash-assistance. 
  • Disseminate to the migrants, refugees and other vulnerable groups clear and comprehensive information related to their rights, the protection risks they face and the services and resources that are available to them in Libya, including in terms of voluntary return, legal assistance and documentation, health services etc. 
  • coordinate with community mobilizers in order to maximize community outreach in the context of urban settings.  
 
 
Reporting : 
 
  • Produce quality, accurate and reliable reports related to all program activities and services, including individual case management. To this end, use the dedicated forms and tools, including information management platforms and database as relevant, as instructed by the Program Manager.  
  • Contribute to the production of quality daily and weekly reports on program activities by the Protection Team Leader and the Deputy Protection Team Leader by sharing contextual and programatic updates, by analyzing protection trends and needs and by reporting key challenges to the effective implementation of the project.  
 
 
Representation and coordination  
 
  • Develop positive relationships with beneficiaries, local communities, local authorities, humanitarian partners, service providers etc. in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders   
 
Operations 
 
  • Contribute to the effective implementation of all operations support activities, including those related to logistics, administration, human resources, finance and security. In all matters, comply with internal directive and policies as communicated by the Program Manager, Protection Team Leader or the Managers of the concerned departments. 
 
 
 
About you 
 
To be successful in this role you must have: 
 
1-2 years of professional experience in the field of social work, humanitarian assistance, human rights, community development or any other relevant field 
Previous experience working international and national NGOs 
Knowledge of the protection and humanitarian issues affecting migrants and refugees in Libya. 
Proven capacity to represent an international humanitarian NGO to external stakeholders in a professional manner 
High-level of computer literacy and proven capacity to write short activity reports 
 
 
Education: 
 
University Degree in the field of social sciences, humanitarian affairs, international law, development or any other related field  
 
 
Languages:  
 
Fluency in written and spoken English and Arabic. 
Basic knowledge of French an asset   
 
 
Key stakeholders:  
 
Internal: Program Manager, Deputy Program Manager, Protection Team Leader, Deputy Protection Team Leader, Reporting Officer, Capacity-Building and Liaison Officer, Safety Manager 
External: beneficiaries, local communities, local authorities, service providers and local actors

We offer :
 
DRC will offer the successful applicant a 6 month contract, renewable dependent on both funding and performance. You must be available to start work from 01 January 2018 and be willing and able to work in Tripoli, Libya.
