We are looking for a highly qualified and motivated individual to strengthen Danish Refugee Council (DRC) Child Protection activities in Rakhine State, Western Myanmar.  

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees in Rakhine State, Kachin State, Northern Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

In Rakhine State, DRC has a well-established presence, initially providing emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people were displaced, including over 120,000 people in camps, mainly in Sittwe, as well as in other affected areas in rural townships. Another 100,000 people in host/surrounding villages are affected due to poverty, restrictions on freedom of movement and lack of access to basic services. The DRC programme in Rakhine focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and disaster risk reduction. Furthermore, longer-term support to local authorities in strengthening community-driven safety and reconciliation processes and other types of support are envisioned. DRC in Rakhine State also operate out of a sub office in Mrauk U and are in the process of initiating operations in Maungdaw, Northern Rakhine State. 

 

DRC/DDG Myanmar currently employs over 300 national and 28 international staff and operates from eight operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DFID, DANIDA, AusAid, USAID and SDC. 

About the job

The Child Protection Manager will report primarily to and work in close collaboration with the expatriate DRC Protection Coordinator in Rakhine State and coordinate closely with the other sector coordinators and managers in Rakhine Programme.

Duties and Responsibilities

The main responsibility of this position is to supervise and manage DRC CP activities and provide support to the DRC Rakhine office to ensure CP is mainstreamed across all sectors:

Project implementation

  • Take leadership in the implementation of DRC's child protection related activities.
  • Build a strong relationship with and provide training and technical support to staff of the Department of Social Welfare (DSW) to support the strengthening of a national child protection system.
  • Design and implement child protection needs assessments in DRC's target locations.
  • In close coordination with other child protection actors, develop DRC's child protection monitoring and case management procedures and tools, and ensure that staff are appropriately trained and mentored in their application.
  • Appropriately mobilise and train Child Protection Groups, Youth Groups and Youth Facilitators.
  • Supervise and strengthen Youth Centre and mobile Child Friendly Space programming.
  • Develop and supervise capacity building and awareness-raising activities.

Staff Management & Capacity Building

  • Directly manage DRC's national child protection team and ensure appropriate measures are in place for close supervision and technical support for field-based staff.
  • Build the capacity of national staff and provide continuous technical guidance.

Representation

  • Actively participate and represent DRC in relevant coordination forums and meetings with partner organizations, donors and Government stakeholders.
  • Support the implementation and further development of protection referral mechanisms for managing child protection concerns.

Programme Development & Fundraising

  • Provide support to DRC Sittwe and Yangon offices in the development of child protection project proposals, as required.
  • Provide technical and capacity building support to the DRC country programme, field offices and implementing partners in the development of their child protection projects, as required.
  • Contribute to the development of strategies for emergency programmes at field level.

Reporting & Accountability

  • Produce high quality and timely reports for DRC and donors within agreed deadlines.
  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability mechanisms within the child protection sector.
  • Comply with all relevant DRC policies and procedures, particularly with respect to child protection and the code of conduct.

About you

To be successful in this role you must have:

Essential:

  • A minimum of 3 years project management experience with an INGO, including experience designing CP programmes in emergency and development contexts
  • Strong technical knowledge of key areas of child protection and a good understanding of child protection issues in a conflict-related displacement context
  • Experience with managing teams and providing training and technical guidance
  • Specific experience in CP case management and community based CP programming
  • Demonstrated ability to design and deliver tailored training in CP and child rights topics for government stakeholders, partner organisations, and beneficiaries
  • Ability and commitment to work effectively with people of diverse backgrounds
  • Strong interpersonal communication, analytical and writing skills
  • Flexibility, creativity and a sense of humour
  • Cultural sensitivity and adaptability, ability to work and live in challenging circumstances
  • Professional fluency in English

Ideally, you will also have:

  • University Degree in law, international humanitarian law, development studies, social sciences, social work or other relevant field
  • Experience working in IDP/refugee camp settings
  • Prior work experience from Asia/South East Asia
  • Experience working directly with adolescents and youth in delivering life-skills, psychosocial wellbeing or similar training, or facilitating peer support groups for survivors of violence and other traumatic events
  • Experience of peace-building and conflict resolution programming

We offer

DRC will offer the successful applicant a 12-month contract with the possibility of extension, dependent on funding and performance. Envisaged start date is during January 2017. Salary and conditions will be in accordance with DRC’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. The position is placed at A15 on DRC salary scale.

Rakhine is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
