1.        Organizational Context

 

a.         Organizational Setting

 

The post is located in the Product Development Section of the IP Office Business Solutions Division. This section is responsible for the design, development and support of complex software applications that are used by IP Offices worldwide for IP administration and to provide online services to their users.  The software applications are customized to support the business processes of the IP Offices and are deployed primarily in developing countries.

 

b.         Purpose Statement

 

The incumbent is responsible for the architectural design and development strategies to deliver the software applications.

 

c.         Reporting Lines

 

The incumbent works under the supervision of the Head of the Product Development Section.

 

a.            Work Relations

 

The incumbent works in close coordination with other members of the division and other sectors of the Organization.

 

 

2.        Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.     Take a lead role in the architecture and design of WIPO software solutions and infrastructure platforms provided to IP Offices worldwide.

 

b.     Provide architectural blueprints and technical leadership to IT team comprising WIPO staff and external IT consultants reporting to the division.

 

c.     Design and develop development and testing frameworks, provide coding guidelines, oversee coding and testing standards of WIPO software solutions to enable troubleshooting code level problems quickly and efficiently, to reduce testing costs and enable highest quality of user acceptance tests.

 

d.     Evaluate and recommend tools, technologies and processes to ensure the highest quality product platforms.

 

e.     Coordinate and liaise with the ICT Department of WIPO to ensure that software products developed by the division are in full compliance with WIPO ICT's standards.

 

f.      Lead technical analysis, software specification and development to interconnect Global IP Systems between WIPO and IP Offices.

 

g.     Participate in training sessions and seminars/workshops on IP Office modernization projects and related topics, prepare and present papers on behalf of WIPO.

 

h.     Perform other related duties as required.

 

 

3.        Requirements

 

Education

Essential

Advanced university degree in information technology or other related fields.  A first-level university degree plus two years of relevant professional experience as mentioned below may be acceptable in lieu of an advanced university degree.

 

Experience

Essential

At least nine years of professional experience in the provision of information services, including at least three years of managing the design, development and deployment of IT systems, reviewing development and testing work carried out by both onsite and offshore teams.

 

Desirable

Experience in provision of technical assistance in developing countries.

 

Languages

Essential

Excellent knowledge of English.

 

Desirable

Knowledge of other United Nations languages.

 

Job Related Competencies

Essential

Knowledge of the business and administrative procedures of national/regional IP institutions.

Significant experience in project management, particularly in managing multi-national projects and project teams.

Extensive knowledge of Java, Web and XML technologies and methodologies including Java Enterprise Architecture, multi-tier Java implementation technologies, SQL and database design and implementation technologies, Agile software development methodology.

Excellent analytical, organizational, communication and interpersonal skills.

Ability to work under multicultural environment with technical, legal and operational staff at different levels.

 

Desirable

Good knowledge of project management methodologies or experience in supervising external contractors.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the November 2017 rate of 72.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
