The PIGA Project Adviser will report to the Chief, Office for Asia and The Pacific (OAP) within the Division of Country Programmes (DCP). The focus of this job is to support the management and implementation of the following project:

Background: The Partnership for Investment and Growth in Africa (PIGA) is a project of the Government of the United Kingdom (UK) of Great Britain and Northern Ireland’s Department for International Development (DFID), the China-Africa Development Fund (CADFund), the China Council for the Promotion of International Trade (CCPIT) and ITC. ITC is the implementing agency for the 4-year project.

Under this partnership, DFID, CADFund, CCPIT and ITC jointly aim to increase investment-led exports and local development in two productive sectors, agro-processing and light manufacturing, in Ethiopia, Kenya, Mozambique and Zambia.

PIGA is a component of Invest Africa, a large DFID programme linking private sector investors, buyers, financiers and governments in several African countries, to boost manufacturing and create jobs by increasing foreign direct investment (FDI).

PIGA comprises of the following three outputs:

  • Business and investment leads generated between Chinese and African companies in Ethiopia, Kenya, Mozambique, Zambia, within the two selected sectors,

  • FDI enabling environment promoted and knowledge shared through high-level dialogue and business platforms.

R ESPONSIBILITIES:

Under the direct supervision of the Chief, OAP, the incumbent will be responsible for the following duties:

  • Contributes to the implementation of the PIGA project; monitors and analyzes project development and implementation; reviews relevant documents and reports; liaises with relevant parties including project partners in the four African beneficiary countries, UK and China.
  • Provides technical support to coordinate the interventions of the ITC technical sections involved in PIGA implementation to ensure synergies, economies of scale and efficient project implementation and delivery along value for money principles and project work plans; ensure efficient information flow between relevant project team members.
  • Provides advisory support to the PIGA National Project Coordinators, contributes to manage and coordinate their work and interactions with country counterparts.
  • Facilitates the collaboration with counterparts in beneficiary and partner countries, with the donor, for strengthening partnerships with public and private sector institutions in China, Africa and the UK, by planning and organizing project events including training workshops, business- to-business events, business summits.
  • Provides substantive support to project steering committee meetings, workshops and events, including proposing agenda topics, identifying participants, preparing agendas, documents and presentations, drafting event reports and following-up on recommendations.
  • Researches, analyzes and presents information gathered from diverse sources on foreign investment-related matters to facilitate and support project implementation.
  • Facilitates and ensures efficient and regular baseline data collection; designs project monitoring mechanisms and company assessment tools; reviews, analyzes and interprets responses, identifies problems/issues to be addressed, proposes corrective actions and prepares conclusions, identifies and tracks follow-up actions.
  • Prepares various written outputs, e.g. draft background papers, analyses and studies, project progress reports, briefing notes, power point presentations, promotional materials and newsletters, inputs to publications and surveys.
  • Undertakes outreach activities; conducts presentations for training workshops, seminars, etc.; makes presentations on PIGA, project and investment related topics and activities.
  • Participates in or lead field missions, including provision of guidance to National Project Coordinators, consultants and experts, government officials, companies and other parties, drafting mission summaries.
  • Produces project work plans and narrative progress reports for the donor and project partners.
  • Coordinates activities related to budget and expenditure tracking, including regular preparation and submission of financial reports and statements, and prepares related documents/reports including project budget forecasting.
  • Prepares project-related contributions for ITC corporate reporting, such as the Operational Plan, Quarterly Monitoring Reports, Result-based reports, Annual Report.
  • Performs other duties as required.

E LIGIBILITC RITERIA

EDUCATION : Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.

Note: A first-level university degree in business administration, management, economics or a related field may be accepted with an additional two years of relevant professional work experience.INTERNATIONAL TRADE CENTRE Page 3 W ORK EXPERIENCE : A minimum of five years of progressively responsible experience in project or

programme management, administration or related area. Experience of trade-related project

design, management, monitoring and reporting. Experience of result-based management

principles for project design and implementation. Previous work experience in trade and

investment promotion for Africa and China.

L ANGUAGES : Advanced knowledge of English is required. Knowledge of other UN official languages

is an asset.

R EQUIRED KNOWLEDGE AND SKILLS:

  • Demonstrated knowledge of the international trading system, the trade-related technical assistance (TRTA) environment and recent trends in export development and competitiveness, in Asia and Africa, awareness of current and emerging trends in south-south trade;
  • Demonstrated knowledge of result-based project management, monitoring and reporting.

T ERMS OFS ERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed

by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVEANNUAL SALARY AT THEP-3 LEVEL

Annual Salary (net of tax)

Starting from 58,583US$, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at November

2017 is 79.3% of the monthly salary. This percentage is to be considered as indicative since

variations may occur each month either upwards or downwards due to currency exchange rate

fluctuations or inflation.
