How can you make a difference? 

As emergencies become more frequent, the expectations of UNICEF to deliver on the Core Commitments for Children in Humanitarian Action (CCCs) in a timely and effective manner will continue to increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response. 

While strengthening the work on Emergency Preparedness the longer-term programming should be risk informed and address the root causes of the risks. The UNICEF Regional Offices (ROs) play an important role in supporting the Country Offices (COs) to integrate the new Guidance for Risk Informed Programming (GRIP) in their CPD-process.

As part of the Transformative Agenda and the “participation revolution” stemming from the Grand Bargain, UNICEF is strengthening the work around Accountability to Affected Populations (AAP).

The Emergency Officer will act as the thematic focal points for preparedness, guidance on risk informed programming (GRIP) and Accountability to Affected Populations (AAP) in the UNICEF MENA Regional Office.  The incumbent will be placed in the humanitarian section but work closely with other sections in the Regional Office.

 

KEY EXPECTED RESULTS

  • All COs have quality preparedness plans leveraging lessons learned from other COs.
  • Quality preparedness support to COs provided by the MENA RO.
  • Create opportunities for increased funding for preparedness.
  • Strengthened risk informed regular programming by COs in the MENA-region.
  • Strengthened AAP related programming by COs in the MENA-region.
  • Efficient and timely EMT coordination.

KEY FUNCTION / RESPONSIBILITIES

Preparedness:

  • Support the Regional Emergency Advisor (REA) in coordinating the preparedness planning in the Regional Office (RO) and other areas requiring RO-lead (e.g. determining overall country risk levels, setting thresholds for contingency planning etc.)
  • Support the REA in coordinating the support to Country Offices (COs), including monitoring preparedness planning and support requests by COs.
  • Ensure awareness in the MENA Regional Office around our preparedness work.
  • Coordinate the Emergency Preparedness Platform (EPP) onboarding and provide onboarding support COs, including continue developing the training material and support process.
  • Act as the EPP support focal point for COs, including helping COs resolve issues and/or refer them to other parts of the EPP support system.
  • Coordinate the Regional Office Quality Assurance (QA) of COs preparedness plans and develop the QA-process as needed.
  • In collaboration with the Country Focal Points, provide support and training to COs on preparedness (remotely and in-country).
  • Lead preparedness knowledge management, including gather and share best practices from COs on both short- and long-term preparedness efforts.
  • Support the REA in identifying new funding opportunities for preparedness.

GRIP:

  • Together with the REA and the RO planning section, coordinate the roll-out of the (Guidance for Risk Informed programming) GRIP in the MENA region.
  • Work with regional Result Based Management (RBM) colleagues on including GRIP in trainings
  • Create awareness in the region (both in the Regional Office and at country level) about the GRIP

 

AAP:

  • Best practices and lessons learned around Accountability to Affected Populations (AAP) continuously updated and disseminated to COs
  • Supporting COs to strengthen AAP in programming

Other:

  • Help support the emergency response and preparedness work of the MENARO Humanitarian Section as needed

 

Qualifications of Successful Candidate

  • Education: Advanced university degree (master's degree or equivalent) in political science, anthropology, sociology, social sciences, international relations, engineering or related field. *First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
  • Work Experience: 2 years progressively responsible work experience in humanitarian action. Complementary experience in international development is desirable. Specialized training and experience in emergency preparedness and response management required. Experience working at regional and/or HQ level desirable. Experience working with emergency preparedness in UNICEF desirable. Knowledge of UNICEF programme cycle and related procedure desirable.
  • Language Proficiency: Fluency in English is required, fluency in Arabic and/or French would be an asset.
