The overall purpose of this position is to lead the planning, monitoring and reporting of UNICEF's work on Social inclusion and Policy, and to develop, strengthen and implement systems for knowledge management & communication for the technical areas covered by the section. The post works closely with all other teams in PD and Data Research and Policy (DRP) and other divisions with accountability for the Equity Goal in the 2018-21 Strategic Plan.

The Social lnclusion and Policy Section (SIP) with the Programme Division (PD), provides global leadership for UNICEF's work on child poverty, social protection, better public finance for children and local governance. The section also has coordination and reporting responsibilities for the 2014-17 Strategic Plan Social Inclusion outcome overall, which includes additional issues related to human rights, non-discrimination and aspects of social inclusion in humanitarian contexts, which are led by other PD Sections. The technical areas covered by the section are well established but relatively newer areas of UNICEF's work at country level, and ones where considerable innovation continues to take place. Thus in addition to the planning and coordination support the section requires to support its functions within PD and its outcome area leadership, dedicated attention is also needed to knowledge management for the technical areas lead by the team.

  • Programme monitoring and reporting

  • Strategic funding monitoring
  • Partnership, coordination and collaboration
  • Research and evaluation

To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciples.  

  • A minimum of five (5) years of progressively professional work experience, at the national and international level, some of which preferably were served in a developing country.

  • Hands-on experience in setting up and managing on-line knowledge management systems required.

  • Proven experience with funds monitoring, as well as programme planning, monitoring and evaluation.

  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
