Context:

Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Field Security Officer, the successful candidate will be accountable and responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in Somalia. S/he will assist in the management of the IOM Somalia Security Unit, implement appropriate safety and security management procedures that will effectively address staff safety and ensure the protection of IOM assets. S/he will also be responsible for all aspects of the mission’s and its programmes’ safety and security; implement IOM’s Safety and Security Policy and the security policies and procedures of the United Nations Department of Safety and Security (UNDSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU). Core Functions / Responsibilities:

1. Review and make recommendations regarding safety/security requirements of the Somalia offices and liaise regularly with the Regional Field Security Officer (RFSO) on emerging threats and specific security conditions, among others.

2. Develop a solid understanding of the UNDSS security management system (IOM is a full partner in this system and is guided by their safety/security policies and procedures) in Somalia, and keep abreast of all changes and developments as they occur. Attend the UNDSS Security Page 1 / 4Management Team (SMT) meetings as an observer only.

3. Ensure all relevant safety/security information is disseminated in a timely manner to all IOM Somalia staff and to the extent possible the programme's service providers. 4. Assist in developing and regularly review all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management and emergency communications), to develop appropriate responses, including required human and technical resources for effective implementation. 5. Conduct as required security assessments/evaluations/threat/risk analysis (both tactical and strategic) for IOM Somalia and in coordination with the RFSO and offer appropriate mitigation recommendations.

6. Conduct regular document reviews of extant security plans and policies and update, edit or improve, as required.

7. Conduct regular physical security surveys of facilities and staff housing within the mission area.

8. Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM's country mission risk management strategies.

9. In coordination with the RFSO, produce a consolidated Security Risk Assessment document for the mission.

10. Collaborate, as required, with the RFSO and UNDSS regarding all aspects of threat/risk analysis.

11. Assist in the design and implementation of security strategies and programme specific security procedures/standards and establish a concrete course of action for their implementation within the mission.

12. In coordination with the RFSO, assist in conducting regular safety/security briefings for all staff and targeted trainings for identified programme staff in relevant areas (counter-surveillance, defensive driving techniques, evacuation drills, mass casualty response, hostage survival, stress awareness, operational and personal security measures). 13. Maintain open-lines of communications concerning all aspects of general mission safety/security with relevant partners; UNDSS and as required by the host governments various security services.

14. Be guided by IOM Staff Rules and Regulations related to the confidentiality and secure management of internal and external safety/security information.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Military Studies, Law Enforcement, Security Management, Disaster Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience; or • Equivalent studies in the National Armed or Security forces of country of residence with four years of relevant professional experience.

• Extensive military experience, law enforcement, Disaster (Risk) Management, or alternatively a combination of relevant security training and field experience, preferably at an international level;

• Previous experience in UN Missions, International Peacekeeping or Emergency Missions; • Proven ability to discern and uphold the programmatic interest status and safety of the mission at all times;

• Proven ability to collaborate with senior military and government counterparts; • Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment;

• Familiarity with the East and Horn of Africa context and previous working experience in Somalia an advantage;

• Experience in planning and execution of security agencies or organizations highly desirable; • Must have a valid driver’s license and previous experience in dealing with law enforcement agencies an advantage;

• Comprehensive understanding of the United Nations Security Management System (UNSMS) and exhibit the ability to work with UNDSS in the field;

• Familiarity with the Somali context and previous working experience in the region an advantage.

Languages

Fluency in English is required. Working knowledge of any local language used in Somalia is an advantage.

With possible assignment to one of the following duty stations Hargesia, Bosssaso, Baidoa, Garowe, Kismayo or Doollow, Somalia.
