Under the supervision of the Supply and Procurement Officer, the supply assistant, provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the country office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

 PURPOSE:

Under the supervision of the Supply and Procurement Officer, the supply assistant, provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the country office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

How Can You Make A Change?

  1. Receives supply requisitions, ensuring accuracy of specifications of items, target arrival time and confirms availability of funds. Obtains additional information from the requesting sections as necessary.
  2. Compiles lists of local sources of procurement which should be cleared and approved by Supply and Logistics Section Manager. If LTA exists with more than one suppliers, placement of order should be consulted with Supply and Logistics Section Manager
  3. Prepare and issue solicitation documents (RFQ, ITB and RFP) which should be cleared by purchasing officer(s) / managers depending on the value.
  4. Arranges and participates in pre-bid meeting (if applicable), bid openings.
  5. Makes efforts to receive minimum of three offers against solicitations. If necessary, remind invitees before closure date of solicitation.
  6. Compiles price tabulations with price ratings, delivery timing and other conditions of offers. Arrange sample evaluation with relevant section when it is applicable.
  7. Draft recommendations for order placement, prepares CRC submissions for finalization by the CRC secretariat.
  8. Once decision on supplier is taken on local procurement, ensures the selected vendors are registered in UNICEF system as well as UNGM, draft PO/Contact in VISION, compiles purchase order documents for supervisor’s signature and ensures distribution of signed purchase document (PO/Contract) to all required offices.
  9. Follow up on delivery of supplies in case of local PO. Monitors GIT of deliveries by local deliveries and alert management for significant delays. Arrange pre-delivery inspection with contractors and share the report with relevant sections.
  10. Corresponds with programme Sections/Field offices and suppliers on supply and procurement matters. Coordinates meetings such as Tender Opening Committee, CRC, UN Procurement Group, Supply – Programme meeting, Supply and Logistics Section meeting etc.  by arranging for suitable dates and rooms, and by preparing and distributing files containing the cases to be presented. Drafts minutes of these meetings when it is required.
  11. Prepares Direct Orders (Purchase Orders) against existing Long Term Arrangements (LTA) ensuring that the LTA has valid quantities and lead-time meets requirements
  12. Maintains manual and automated procurement files and records; provides purchase information to receiving and inventory staff; maintains procurement supply and vendor reference library. Keep record of CRC.

MINIMUM QUALIFICATIONS*

Education:

Completion of secondary education or equivalent, supplemented by courses in purchasing methods and/or accounting. 

Experience:

Seven years of progressively responsibility in clerical or administrative work with specialized experience in purchasing a variety of materials and services

Language: Fluency in English and Arabic (both written and verbal) is required
