Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Senior Manager to be the lead on our CCCM programming in Bangladesh, the fastest developing and most critical refugee response globally. CCCM takes the form of Site Management Support to the government representatives, Community Services and Site Operations. 
 
About the job 
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, has been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC is preparing to launch an integrated programme of support to the government in site management, shelter/NFI and protection. As a key part of this, DRC are opening up a main office in Cox’s Bazar, and a support/liaison office in Dhaka. 
The CCCM Senior Manager has the overall responsibility for implementation, technical quality and harmonisation/ standardisation of CCCM (CCCM, site operations and community services) work in all sites where DRC works (for 2018 this is projected to reach a population of around 200,000 refugees) to support the RRRC in managing refugee sites. He/she ensures information flows on CCCM programming to and from the field, ensuring learning across all sites/zones for program quality. He/She represents DRC on CCCM/Site Management issues in relation with IOM, UNHCR and RRRC in regards to the refugee response and provides technical back-stopping to the Emergency Team Leader in donor relations. He/She coordinates CCCM staff capacity building across the different DRC-supported sites. 
 
Your main duties and responsibilities will be: 
 
Programming and Coordination 
  • Provide direct management and technical guidance to CCCM team 
  • Support CCCM Team to ensure that DRC is implementing high quality site management support programming in accordance with international standards and best practice; 
  • Lead on DRC Bangladesh’s CCCM strategy (providing support to RRRC), under the guidance of the Emergency Team Leader 
  • Identify gaps and needs in CCCM programme in DRC sites; 
  • Promote a participatory approach (engagement of affected population) to CCCM and service provision in the camps/sites; 
  • Design and coordinate assessments as relevant to CCCM and participate in assessments as required; 
  • Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-supported sites; 
  • Manage CCCM-related information flow to and from field sites, including updates to and from the sector;  
  • Advocate for relevant and standardized information sharing, working with the sector, other humanitarian partners and the IM working group 
  • Quality assurance of proposals, donor reports, site reports, advocacy and policy notes and other CCCM reports; 
  • Input to proposal development 
  • Work closely with the Emergency Team Leader to ensure that all CCCM activities are being appropriately monitored and evaluated; 
  • Work closely with other sector program managers (Protection, Shelter/NFI) to ensure integration between sectors in DRC programmes. 
  • Take the lead on standardisation of effective data collection, using online systems (Kobo toolbox), and standardize M&E practices 
 
Representation  
  • Represent DRC in Site Management working group, including participation in the SAG and play a role in the development of the site management strategy for the response as a whole 
  • Stay up to date with donor strategies and practices within Bangladesh and provide technical backstopping to the Team Leader in donor relations for CCCM 
  • Represent DRC as CCCM lead vis a vis IOM, UNHCR, RRRC and potential other partners 
 
Organisation, administration and personnel management  
  • Direct line management of 5-7 international staff 
  • Ensure appropriate nationalisation plans are in place for the manager positions 
  • Provide technical questions and participate in the recruitment of CCCM international and national staff; 
  • Identify and address capacity gaps among CCCM staff; 
  • Support Managers on nationalization planning for CCCM staff; 
 
Accountability  
  • Ensure that DRC’s CCCM programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standard 
  • Work with the Protection Manager to ensure protection mainstreaming in CCCM activities; 
  • Any other duties as agreed with the Team Leader 
 
About you 
To be successful in this role we expect the following: 
 
Required 
  • University or graduate degree in related field 
  • CCCM training 
  • English language fluency 
  • Minimum of 5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings 
  • Strong knowledge of and experience in CCCM programming in different contexts 
  • Experience of both the cluster system and the refugee coordination model 
  • Demonstrable successful track record of strategic programme development, capacity building and effective programme implementation and monitoring. 
  • Strong donor, government and partner engagement experiences, including experience of providing support to government camp management entities (Site Management Support or mentorship) 
  • Experience and understanding of refugee and displacement issues 
  • Experience with capacity building, and in convening and facilitating trainings and workshops. 
  • Proven commitment to accountability and quality assurance. 
  • Excellent analytical and writing skills. 
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders. 
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments. 
  • Ability to work well under pressure and in adverse conditions. 
  • Substantial project management skills and experience. 
  • Knowledge of mobile data collection (kobo toolbox) 
  • Proficiency in common computer packages and financial software i.e. Word, Excel, PowerPoint.  
 
Desirable
  • Prior experience working with local partners 
  • Bengali language skills

Contract length: 6 months with possibility of extension based on funding and performance
