Background

In GTP II, a new vision has been set to render the country as a leader in light manufacturing in Africa and one of the leaders in overall manufacturing globally.  The vision on manufacturing sector is set to sustain the rapid economic growth registered over the past 13 years.  Similarly, during GTP II, special emphasis is also given to the development of export oriented manufacturing industry, with the objective of transforming the structure of the economy to enable the country to achieve the vision of becoming lower middle-income status by 2025. In GTP II, industrial value addition is projected to increase at an annual average growth rate of 20% and the share of the industrial sector in overall GDP will accordingly increase from 15.1% in 2014/15 to 22.3% by 2019/20.

UNDP Ethiopia support’s the Government’s efforts to accelerate pro-poor economic growth, with industrial development and transformation as the key driver of economic resilience as highlighted above.  The focus is on supporting industrial policy and institutional capacity development, enhance access to critical productive services, support efficiency of marketing systems, and leverage appropriate technology and practices to boost productivity and value chain development in the manufacturing sector.  UNDP also supports policy and diagnostic work, codification of knowledge, and testing of innovative practices that can facilitate solutions to practical bottlenecks in building capacities of producer and private sector institutions to enhance access of the poor, especially women and youth, to industrial technologies, inputs, finance, and markets.

Hence, with the focus of successive five year GTPs on economic structural transformation and with the anticipated expansion of industrial support programmes to the Ministry of Industry, there is a critical need to ensure result and effectiveness as well as coordination and harmonization of these efforts. UNDP also plans to expand its industrial development support to the Government of Ethiopia (GoE) aimed at accelerating the growth and deepening of the manufacturing industry that is inclusive and sustainable. Hence, it has become essential to place an experienced National Programme Coordinator (NPC) at Ministry of Industry under the ongoing Industrial Development Programme.

The NPC will work under the overall guidance of the Team Leader, Inclusive Growth and Sustainable Development Unit, and direct supervision of the Programme Specialist for Industrial Development Programme.  The NPC will be stationed at the Ministry of Industry (Policy and Programmes Study, Monitoring and Evaluation Directorate) and directly engages with the Directorate Director on a day to day basis.  

Duties and Responsibilities

Coordinate the implementation of UNDP’s industrial development programme anchored at the Ministry of Industry 

  • Coordinate implementation of UNDP’s industrial development programme towards achievement of results with the agreed specified resource and time frame.  
  • Discharge quality assurance duties and follows up on project outputs and ensures deliverables are achieved against set targets.
  • Compile and draft regular reports on programme delivery and resource allocation as well as facilitate monitoring & evaluation (M&E) undertakings.
  • Ensure the preparation of programme briefs, work plans, and project implementation action plans in accordance with agreed strategic objectives.
  • Preparation of required budget revisions, update project status and assist in identification of unutilized funds.
  • Verification of direct payment requests against the annual work plan and the budget, and assure timely settlements.
  • Follow up on expenditure compliance basing the principles of Programme Implementation Manual (PIM).
  • Review of physical and financial reports and advise on required follow up actions. 
  • Presentation of information for NEX audit - supports implementation of audit recommendation.
  • Support in organizing project workshops, meetings and briefing sessions.

Support the Ministry in coordinating other donor funded programmes anchored at the Ministry to ensure alignment with GoE’s industrial policies and strategies

  • Provide broader technical support and guidance on the implementation and coordination of development partners funded industrial development programmes anchored at Ministry of Industry.
  • Advise on alignment of development partners interventions by giving strategic and tactical feedback on programme implementation and harmonization.
  • Advise on systematic monitoring of progress of projects/programmes supported by development partners.  
  • Coordinate the Private Sector Development- Sector Working Group (PSD_SWG) and sub-sector technical working groups, ensure their smooth operation and facilitate information sharing and awareness creation between development partners and MoI.

Provide evidence-based policy and strategic support on industrial development and transformation, focusing on attainment of industrial development policy objectives

  • Provide strategic advisory support and technical expertise in formulation, effective implementation and coordination of high quality policies, strategies and transformational programmes and projects on industrial transformation in the context of GTP II and vision 2025.
  • Support the policy work of the Policy and Programme Study, Monitoring and Evaluation Directorate in assessing challenges in priority manufacturing sector and advice in designing mechanisms aligned with government industrial development strategies and directives.
  • Support the government in obtaining integrative advice to combine best practices in industrial development with regard to also environmental and social aspects.
  • Analyze political, social, economic and environmental data and trends that impact industrial sector related issues and advise the Government in developing capacities and establishing systems that ensure the continuing use and application of data for evidence-based policy making.
  • Participate in technical meetings; prepare and edit reports, manuals, guidelines and other specialized publications in support of achieving these objectives.

Support partnership building and resource mobilization, focusing on achievement of the following results:

  • Support in the analysis of information on donors involved in indusial development in the overall framework of UNDP’s resource mobilization strategy. 
  • Support in soliciting non-core resources for UNDP’s industrial development programme
  • Assist in the preparation of donor reports, tracking resources and fund balances on possible non-core programme funds
  • Provide supporting the preparation of communication products used for resource mobilization efforts.

Support facilitation of knowledge building and sharing with all stakeholders, focusing on achievement of the following results

  • Advise on synthesis of lessons learnt and best practices
  • Provide support in training and capacity building efforts of MoI in areas of policies and strategies and knowledge transfer
  • Contribute to documentation of knowledge products
  • Contribute to promotion and up scaling of best practices

Competencies

Technical Competencies:

  • ·         Practical and working knowledge of GoEs policies and strategies in general and the industrial policy in particular
  • ·         Experience and confidence in working with senior government officials, including Ministers, Sate Ministers and Director Generals
  • ·         Highly proactive communicator (both verbal and written) and networker
  • ·         Good understanding and experience in the working of government and donor development projects
  • ·         Good understanding of private sector development programmes and initiatives
  • ·         Good analytic and multi-tasking skills
  • ·         Familiarity with bureaucratic requirements in a national and/or regional government ministries as well as exposures to coordination of development programmes will be an advantage.

Required Skills and Experience

Education:

  • MBA, MSc or MA in industrial economics, economics, development studies, public administration, international business or related fields

Experience:

  • Minimum of 8 years of relevant work experience in programme management and advisory services.  
  • Previous experience in government and international organizations is highly desirable.  
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English
