We are looking for a highly qualified Endline Study Consultant to join our DDG office in Tunisia.

Who are we?

Danish Demining Group (DDG) is the Humanitarian Mine Action and Armed Violence Reduction Unit within the Danish Refugee Council. The DDG mission is to promote a safe environment where people can live without the threat of violence and weapons.

 

In the aftermath of the 2011 Jasmine Revolution, Tunisia has witnessed significant progress in developing national systems of democratic governance; however, genuine social and economic change remains limited. Moreover, in response to a series of terrorist attacks on tourist sites and a suicide bombing targeting presidential guards, the Tunisian government passed stringent anti-terrorism legislation in July 2015 and imposed a state of emergency in November 2015. This has only further eroded the country’s economy, increased tensions between citizens and the state, and exacerbated the high levels of unemployment, especially among Tunisian youth.

 

These challenges are most acute in regions along Tunisia’s borders, which suffer from a lack of development, high unemployment, and marginalization from the central state. These communities rely heavily on grey markets across the border as their primary source of income, and the persistent chaos especially in Libya has only stimulated opportunities for cross-border trade and smuggling. However, the ongoing threat of terrorism and recruitment of Tunisian youth into extremist groups has caused the government to crack down on cross-border trade through the imposition of border controls, such as increased customs taxes, periodic border closures, and overall militarization of the border zone.

These security measures have inflamed tensions between security providers and local communities, who feel that these approaches directly undermine their livelihoods. As a result, traders and youth regularly protest at government checkpoints and police stations. Many youth have attempted dangerous migration to Europe to seek employment, and others turn to violent extremist groups. Reports suggest that an estimated 6000-7000 Tunisians have participated in fighting with jihadist groups abroad. As Libyan and international offensives have increasingly put pressure on Daesh and other groups in Syria, Iraq, and Libya, there is an increased likelihood of these fighters returning to Tunisia and perpetrating acts of terrorism. However, without meaningful mechanisms of community-based security as well as genuine social change in the border regions, these communities will continue to suffer from broad stigmatization that strains their social, political, and economic participation in Tunisian society.

DDG has aimed to design and implement a project that provides a holistic, community-based approach to prevent the escalation of violence and insecurity and promote resilience in Ben Guerdane and Dehiba, the two communities associated with the official border crossings with Libya. Notably, DDG aims to 1) improve conflict management between local communities and security providers on issues of cross-border trade, border safety, and smuggling of illicit goods; and 2) promote the resilience of youth to mitigate their involvement in violent extremism and dangerous migration.

 Under these objectives, the project includes four main activities streams:

  • Support to a Dialogue Steering Committee to design and facilitate local dialogue forums
  • Support to a Conflict Analysis Committee to develop local security plans
  • Youth-led community initiatives
  • Small grants to local civil society organizations to implement youth resilience projects
 
 Overall objectives: The objective of this consultancy is to provide DDG Tunisia with a clear understanding of the progress towards proposed project outcomes as well as the specific outcomes achieved through each of the four activities streams implemented. In addition, the end-line study will assess the possible impact of the project and the degree to which community security and resilience have been strengthened in the border areas of southeast Tunisia.

 Project outcomes: The project envisioned the following two outcomes:

1. Improved conflict sensitivity, dialogue, and conflict prevention between communities and civil authorities on issues of cross-border trade, border safety, and smuggling of illicit goods:

2. Enhanced awareness and options of youth to be resilient in the face of armed criminality, violent extremism, and dangerous migration

 The Consultant will seek to measure the above outcomes as well as specific outcomes defined by the project team that align to the four specific activities.

 

Duties and Responsibilities

  1. Consultation and desk review (remote): the consultant will review existing resources including the project baseline, existing data, and project documents
  2. Study design phase: the consultant, in close coordination with DDG Tunisia project team, will design an end-line study, including a household survey in reference to the original baseline, as well as a qualitative component to explore other outcomes
  3. Data collection phases (field): the consultant and enumerators will conduct a household survey and employ qualitative methods such as key informant interviews and focus group discussions to triangulate survey and to address changes in behaviour of beneficiaries
  4. Data analysis phase: the consultant will conduct analysis on both quantitative and qualitative elements of the study
  5. Reporting: the consultant will develop a comprehensive end-line report

 

The methodology will be further developed by the evaluator and presented to the DDG Tunisia team during the inception phase and revised following the desk review and before initiation of the fieldwork.

 

About you

To be successful in this role you must have:

  • Demonstrable and extensive experience in both quantitative and qualitative evaluation methods
  • Willingness to travel to southern Tunisia and ability to work under challenging circumstances
  • Skills in teamwork and the ability to work independently within deadlines
  • Ability to visualise data in innovative and understandable formats 

Moreover, we also expect the following:

Required qualifications  

  • Post graduate degree in Social Sciences, Development studies, or relevant discipline

We offer

DRC will offer the successful applicant a 25 days contract. You must be available to start work from 11 Of December 2017 and be willing to work remotely with travel to Ben Guerdane and Dehiba, Tunisia.
