DanChurchAid (DCA) is looking for an experienced Shelter and Disaster Risk Reduction Coordinator to lead our shelter upgrade, localised site improvement and DRR activities.

DCA is a Danish humanitarian, non-government and non-profit organisation that has been working in Bangladesh since 1980s. As a response to the influx of Rohingya refugees from Myanmar, DCA together with its local partner responded through the provision of emergency relief, WASH and setting up women safe spaces. DCA is expanding its coverage to address the needs in shelter and localized site improvements and has incorporated a disaster risk reduction component to build the capacity of the Rohingya communities to prevent and respond to disasters.

The experienced Shelter and Disaster Risk Reduction Coordinator will provide the technical lead on DCA’s activities within the field of shelter and DRR. The Coordinator will ensure that interventions are technically sound, take into account guidelines from the Shelter / NFI sector coordination mechanisms, and are appropriately meeting the needs of the target communities. The Coordinator will be based in the field with frequent travel to Cox’s Bazar for coordination and networking.

The main technical programmatic activities will be:

  • Provides technical inputs, critical review inputs on overall DRR and DRM cycle both on preparedness and risk reduction

  • Leads on undertaking assessments including Participatory Vulnerability and Capacity Assessments (PVCA) to develop risk management plans

  • Ensures DCA meets minimum operating standards for emergency preparedness

  • Leads on development of DRR implementation plan and strategy for the Rohingya Refugee Program

  • Leads on the development of DRR framework, tools and guidelines that are aligned with the national policies, strategies and guidelines required for the Rohingya Refugee Program

  • Provides technical support on formation, training, and on-going support to the DRR committees in the camps

  • Undertake technical assessment for localized site improvement works such as basic temporary drainage, erosion protection, evacuation routes, etc

  • Identify small scale community-based localized site improvement activities for risk reduction and improving living standards.

  • Train mobile teams to support households in upgrading their temporary shelter

    With regards to coordination and fundraising, the main activities will be:

  • Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.

  • Represent DCA if and when needed in relevant cluster and coordination meetings

  • Other duties as assigned by the supervisor to enable and develop DCA programs.

Qualifications

  • Post graduate degree in engineering, DRR or relevant subject with at least 5 years of practical experience on design and implementation of shelter and disaster risk reduction in congested camp setting and or high density slum area

  • Practical experience and knowledge on global and Bangladesh DRR related policies and practices, core humanitarian standard, gender and social inclusion

  • Experience on utilization of engineering tools and software such as AutoCAD and GIS

  • Experience with cash-based programming a plus

  • High level proficiency in professional writing and communication in English and preferably also in Bangla

  • Strong interpersonal skills

  • Self-motivation, proactivity, creativity and an ability to perform tasks without close supervision
