In order to meet this obligation, UNICEF is engaging an accountant to assist in establishing a system for tracking expenditure by programme output and outcome for the 17 countries in the Joint Programme on FGM/C and the 12 countries in the Global Programme on Child Marriage. The focus of attention will be costs incurred in 2017.

Background & Rationale

UNICEF’s work on harmful cultural practices is a corporate priority and embedded in its Strategic Plan (2014-2017). This corporate commitment is realized through the joint programmes with UNFPA on Child Marriage and FGM/C which contribute to global target 5.3 in the Sustainable Development Goals. In implementing these programmes, UNICEF’s commitment is to make the best use of available resources to achieve results i.e. ensuring value for money. This obligation is driven by the need to make informed management decisions and to be accountable to funding institutions.

Purpose

In order to meet this obligation, UNICEF is engaging an accountant to assist in establishing a system for

tracking expenditure by programme output and outcome for the 17 countries in the Joint Programme on FGM/C and the 12 countries in the Global Programme on Child Marriage. The focus of attention will be costs incurred in 2017.

Expected results: (measurable results)

Under general guidance of the Senior Adviser, and as part of the Team in the Child Protection Section focusing on harmful cultural practices, the incumbent will perform a variety of tasks related to (1) Programme/policy development (2) technical support (3) Partnership and Advocacy.  These are elaborated below:

Reporting for 2017 

  1. Template produced on financial reporting per outcomes/outputs of Joint Programmes on FGM/C and Child Marriage
  2. Guidance provided to countries and regions on financial manual reporting per results of Joint Programmes.
  3. Verification of data provided by countries and regions.
  4. 2007 financial reporting completed.

Key competences, technical background, and experience required Deadline

  • Advanced university degree in accounting or other related field, preferably with some specialized knowledge in UNICEF financial reporting systems.
  • At least ten years of solid and responsible experience at national and international levels accounting, donor reporting and  management,
  • Proven ability to work effectively in an advisory, supervisory and management capacity
  • Excellent communication, presentation and writing skills in English.
  • Excellent organizational skills and ability to prioritize and manage multiple tasks.
  • Experience working in the UN, other international development organization is an asset.
  • Fluency in English; Working proficiency in French an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.   

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
