Position Title Construction Monitoring Consultant

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

IOM Haiti, with funding from USAID, is supporting the construction of civil works in the Canaan area of the Port-au-Prince metropolitan. Under the overall supervision of the Chief of Mission and direct supervision of the Chief of Party, tThe incumbent, will be responsible for monitoring the construction of civil works including road ways, in order to ensure contractor’s compliance with USAID requirements and IOM contractual obligations, including engineering drawings and technical specifications.

Core Functions / Responsibilities:

The Consultant services are to assist IOM to:

- Ensure high standards of quality assurance in the execution and completion of works within the stipulated time period

- Provide comprehensive supervision of project implementation activities carried out by the Contractor to ensure compliance with drawings and technical specifications - Monitor the implementation of USAID requirements, notably:

a) Environmental Monitoring and Mitigation Plan (EMMP),

b) Quality Assurance & Quality Control Plan and

c) Health & Safety Plans.

- Monitor contractor activities to counter-verify claims made in relation to Quantities charged to IOM.

The consultant shall submit the following deliverables for review and approval by the Chief of Party/Program Manager:

- Weekly reports of the works, fully describing line items by relevant progress and indicating any problem areas, foreseeable delays and recommendations to improve implementation of construction.

Office Accommodation:

The consultant will be provided with a working station within IOM’s main office in Port-au-Prince as well as a work phone and computer.Transportation during working hours will be provided by IOM.

Required Qualifications and Experience:

Education

• University and/or Master's degree in Civil Engineering from an accredited academic institution; or

• At least of 3 years’ professional experience in civil engineering, water/sewer and roadworks as well as construction contract management

Experience

• Experience with USAID-funded community stabilization projects is desirable; • Demonstrated experience supervising/monitoring civil works exceeding USD 2 Million • At least 5 years of experience in construction management/monitoring • Ability to work under extreme pressure in difficult environments while maintaining security awareness;

• Ability to work with minimal supervision.

• Proven experience supervision junior engineers in the framework of Construction Supervision Languages

• Fluency in English is required. Working knowledge of French and Haitian Creole is a strong advantage.
