The Chief Planning & Monitoring is responsible for coordinating the formulation, planning, monitoring and reporting of the country programme in collaboration with the sectoral programme chiefs and the government counterparts.

Purpose of the Position

Under the supervision of the Deputy Representative Programmes, responsible for coordinating the formulation, planning, monitoring and evaluation of the country programme, in collaboration with the sectoral programme chiefs and communication chief. Further responsible for quality assurance and risk management of donor reports and contributions as well as programme partnership agreements (PPAs).

Key Accountabilities and Duties & Tasks

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

  • Provides support to the Deputy Representative (Programmes) and lead in preparation, review and analysis of strategic programme planning documentation, including the overall Country Programme Document (CPD).  Supports section chiefs in resource mobilization, ensuring that there are credible linkages made between the Country Programme funding needs and fundraising efforts.  Drawing on monitoring and analysis of key programme performance indicators, provide professional inputs to management reports and contribute to UNICEF’s preparation for and participation in the UNSDF planning, reviews and reporting processes.  Shifting towards greater results based budgeting moving away increasingly from transaction based analysis.  Will be responsible for discussion with the government counterparts on drafting and finalization of the CPD. 
  • Coordinates and guides the preparation of results-based, equitable and rolling work plans for the India country programme as well as review exercises of the same. Oversees, provides guidance and technical support and supervises staff responsible for establishing quality assurance mechanisms related to improved planning and effective use of planning tools in field offices and programme sections in line with the results based management principles and standards.  Identifies capacity building requirements and systematically explore opportunities for strengthening RBM skills for government counterparts, other partners and UNICEF programme staff. 
  • Oversees, provides guidance and technical support and supervises staff responsible for establishing programme monitoring mechanisms including mid-year and annual reviews, mid-term reviews, strategic moments of reflection, ensuring identification of progress and encounter of bottlenecks to be addressed by the programme sections and field offices. Oversees and provides technical guidance on setting up programme monitoring systems/tools using digital platforms, oversees the further development, if any, of the State Management Dashboard – programmes and budget management. Coordinate the country programme status reporting required for UNICEF India Country Management Team, the UNICEF Executive board, donors, including inter alia budget reviews, programme analysis, and the annual report. Provide quality assurance in developing those documents.
  • Oversees, provides guidance and supervises staff responsible for fund management with increasing focused on results based budgeting and spending and monitoring of spending against results.  It includes regular interaction with section chiefs and chief of field offices on various aspects of fund management, determining the resource envelope for the various programmes and overseeing that the India office achieves all the global indicators related to fund management.  It will also include linking expenditures to programmes by systematic us of coding expenditures in line with results based budgeting principles. Supervises the management and quality assurance of all donor engagement and contribution management related items, ensures completeness and quality of annual, donor and other programme reporting requirements including RAM reporting.
  • Ensure that the work breakdown structure in VISION is correctly input and adhered to thereafter, and that programme coding and all special markers and reporting in VISION are properly done and updated. Ensure that UNICEF’s dashboard system of performance management and reporting is well understood, updated and applied across all UNICEF Pakistan offices, and advocate for its use in the One UN monitoring, review and reporting processes.
  • Coordinates the implementation of knowledge management processes and systems to be initiated in the office. Sets up the programme advocacy agenda under the guidance of the Deputy Representative (Programmes) and assists in providing needed input for programmes and evidence based advocacy.   Under the guidance of the DRP, support in defining and implementing the innovations agenda of the office with particular emphasis on quality assurance and streamlining of the various Technology for Development initiatives across field offices and programme sections.

Qualifications of Successful Candidate

- Advanced university degree in social sciences, demography, development planning, public administration, statistics or a related technical field.

- Eight years of progressively responsible professional work experience at the national and international levels in programme planning, monitoring and evaluation. Practical experience in community-based research.

- Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) and/or the local language of the duty station is considered an asset.
