Under the supervision of the Technology for Development (T4D) Specialist at UNICEF, and in close collaboration with the Communication for Development (C4D), Child Survival and Development (CSD) and External Relations and Advocacy (ERA) units, the Technology for Development (T4D) Officer will work with all programme sections to develop and lead the continued implementation and growth of the national U-Report programme across Sierra Leone.

How can you make a difference ?

•Work with relevant sections within UNICEF, as well as external partners, to develop and deploy suitable content via U-Report, with a particular focus on informing and engaging communities to support and strengthen service delivery at the community level.
 
•Identify, develop and maintain strategic relationships, to work with youth, community groups, Government and NGO partners, to enable the continued growth of U-Report across Sierra Leone, with a specific emphasis on improved gender balance.

•Support the analysis, packaging and regular sharing of U-Report data to strengthen advocacy and programming activities across the country.
 
•Develop and support training for community groups, Government entities, NGO partners, and other end users in the use of the U-Report platform and its data, including leading trainings at national and district level and through remote support.

•Enable the update and maintenance of the U-Report Sierra Leone public site and any other relevant U-Report Sierra Leone channels with appropriate content.
 
•Work with U-Report Global Coordination team to ensure that U-Report Sierra Leone is informed of, and aligned with, global best practices, including technology, branding, content, and advocacy efforts.

•Develop relevant project manuals and regularly maintain existing project documentation, including standard operating procedures (SOPs), budgets and communications material.

To qualify as an advocate for every child you will have…

•University Degree in Development, Community Development, Communications, Information and Communication Technology (ICT)or  Information Science or  Public Health or a related field.

•Previous experience  in partnership development, community engagement and youth outreach.

•A minimum of at least two years' professional experience supporting government and/or non-governmental organisation in health programming, including training and capacity building or equivalent professional work experience at the national and international levels.

•Knowledge of Sierra Leonean national and local health structures and experience working with the MoHS, and/or the Government in Sierra Leone at national or district level.

•Proficiency in computer skills, including Word, PowerPoint and Excel, and experience using web based content management platforms, databases and information portals.

•Fluency in English with excellent communication skills.


It is highly recommended that the U-Report Coordinator has:
   •Experience working with community based organizations.
   •Experience of project management in rural and remote areas in developing countries.
   •Knowledge of communication technologies, including telecommunication infrastructure, software and hardware.
   •Knowledge of environment in which UNICEF operates and the organization’s mission.
