Procurement and Contract Management Consultant (Sanitation and Wastewater)

Introduction:

The Global Green Growth Institute was founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability. GGGI envisions a resilient world achieved through strong, inclusive and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model.

In pursuit of these goals, GGGI works with developing and emerging countries to design and deliver programs and services that demonstrate new pathways to pro-poor economic growth. GGGI supports stakeholders through two complementary and integrated work streams – Green Growth Planning & Implementation and Investment & Policy Solutions – that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans.

GGGI’s interventions emphasize change in four priority areas considered to be essential to transforming countries’ economies including energy, water, land-use and green cities. Headquartered in Seoul, Republic of Korea, GGGI has 28 member countries and is operating in 26 countries. Rwanda is a member of GGGI and the GGGI office in Rwanda was established in 2012 and is based within the Ministry of Infrastructure and Ministry of Environment.

Project Background

Strengthening the capacities of WASAC in sanitation belongs to the core remit of GGGI as a long-term commitment to WASAC will enhance the sustainability of Rwanda’s sanitation sector. To strengthen the sustainable development, GGGI will be involved at three levels:

  • Strategic and policy advisory role to support the development of the sanitation and FSM sector in Rwanda. This will include assistance on strategic issues in the sector and selection of most suitable technical sanitation solutions, coverage of the value chain including collection and transport, development of business models, contract management, and increased valorization of sludge. Moreover, there is a need to assist WASAC in recruitment processes of suitable candidates and dedicated training programs for increasing sanitation knowledge.
  • Support in projects implementation and review of current projects. This will include engagement with the private sector; review of existing reports and designs; GGGI will also provide informed advice on the future tender process for the selection of private operators.
  • GGGIs support will also be focusing on capacity strengthening in the districts and with private service operators.

Objectives/Purpose of the Assignment:

Under the general supervision of GGGI Global Sector Lead Water, in close cooperation with our counterpart WASAC authorities/staff, other GGGI project staff including Rwanda Country Representative, the consultant will be contributing to GGGI's commitment to support the development of sanitation and FSM sectors in Rwanda by providing his/her expertise in procurement and contract management related to sanitation and wastewater management projects. The consultant’s responsibilities will include, but are not limited to the tasks under the Scope of Work.

Scope of Work:

  • Provide the technical assistance to WASAC in procurement of services such as feasibility studies, detailed studies and / or technical supervision on water supply and sanitation engineering/infrastructure by drafting procurement documents including Request for Proposals, Terms of References and Evaluation Criteria.
  • Provide on-the-job advisory and technical support to WASAC in procurement of contractors for engineering works (civil / MEP) by drafting procurement documents including Tender Documents, Works Requirement and Evaluation Criteria.
  • Assist WASAC in evaluation of the tenders (pre-qualification, expression of interest for short listed companies, technical and financial proposals of the submitted bids as well as preparation of evaluation report.
  • Follow AfDB/EIB procurement guidelines to monitor and verify all types of project related procurements’ compliance and timely report to WASAC.
  • Assist WASAC in drafting and negotiation of contracts
  • Monitor progress of contracts implementation to ensure that it abides by the stipulated standards, procedures and planned procurement timeline including but not limited to project schedule, project budget, technical procedure, and contract management where WASAC management shall always be updated via monthly written reports.

Output/Reporting Requirements/Deliverables:

  1. Assist WASAC in the preparation of procurement documents including Tender Document, Terms of Reference, and Evaluation Criteria for the procurement of service (study / supervision) and procurement of engineering works.
  2. Assist WASAC in executing procurement processes including design of Tender Processes, Evaluation Assessment Criteria for the procurement of services and engineering works.
  3. Assist WASAC in preparation of bid evaluations to support WASAC to expedite screening and short-listing processes
  4. Monitor processes and meeting deadlines to avoid unnecessary delays.
  5. Assist WASAC in Preparation of Contract Implementation Monitoring Plans (working title) to support WASAC to monitor project progress and manage project contracts.
  6. All reports must be in English, in accordance with WASAC’s formatting requirements, and submitted in hard copy and compact disk formats along with complete sets of raw data, research materials, and interview notes.

Qualifications/Experience/Expertise

  • At least 15 years of experience in water supply and sanitation projects (sewerage systems, fecal sludge treatment plants, etc.), with minimum of 10 years of experience in preparation and assessment of procurement documents and contract management.
  • Master’s degree in water and sanitation engineering or related disciplines. Bachelor’s degree in related discipline with extensive professional experiences may also be qualified.
  • Extensive knowledge of the AfDB/EIB’s procurement procedures and guidelines. Extensive knowledge of FIDIC rules required, certification is an advantage
  • Proven track records of execution and completion of similar assignments in developing or emerging countries.
  • Proven track record to strengthen capacities of staff and ability to train and educate local staff
  • Strong communication, analytical and writing skills
  • Ability to work under pressure and meet deadlines; and comply with financial requirements depending on the source of fund for the project (AfDB or EIB or others).
  • Written and verbal fluency in English.
