IDLO IN MEXICO

Mexico has made significant efforts to modernize its justice and security system, and to strengthen the rule of law. Through constitutional reforms, institutional and regulatory changes, two processes have been developed to advance this objective. The first process is the transition from an inquisitorial to an accusatory system of justice that began with the 2008 Constitutional reform. The second is the implementation of the National Public Security System (SNSP). Both initiatives have deep implications at the federal, state and municipal levels, as they work to redesign the institutional architecture, rules, procedures, and methods, and also aim to change institutional culture and public expectations.

IDLO is committed and engaged with Mexican institutions to support the rule of law in Mexico by strengthening the capacity of police institutions in Mexico as they apply the police professionalization process as part of the country’s criminal justice system reform.

The project will focus on capacity development in three areas. First, there will be initial training for preventive police at the municipal level under the Professionalization Framework Program (PRP) and certification process to improve their competence and professionalism. Next, the project will enhance the knowledge and skills of first responders to improve their performance in the criminal process and therefore the quality of criminal justice. The third area will address the capacity of procedural police to consolidate the units at the state level to ensure adequate implementation of the criminal justice system.

THE ROLE

Under the supervision of the Country  Manager and receiving technical direction from the Security Advisor from the IDLO HQ in Rome on daily security matters, the Field Security Officer shall oversee the security risk management in IDLO Mexico, ensuring that the appropriate measures and policies are in place and that emerging security and safety issues are responsively addressed. Particularly, the incumbent shall be responsible for the following key duties:

  • Oversee security risk management and daily operations in the country office in Mexico, ensuring that these are adapted to the local security environment and capable of responding to emergent security concerns;
  • Assess project designs in terms of exposure and risk and determine the appropriate risk mitigation measures;
  • Advise IDLO staff on risks associated with projects (and movement) in the locality in order to establish heightened awareness and uniform compliance to strengthen a culture of security in the offices;
  • Collaborate with security representatives of international organizations, diplomatic services, security contractors in the locality and with local government security forces to ensure that a support network is in place to respond to emergencies and that information on threats can be constantly accessed;
  • Review security procedures and guidelines are in line with the Security Risks Management Policy Framework and the in-country Security Risk Assessment and recommend changes in order to sustain effectiveness;
  • Build local security personnel and IDLO programme staff capacities related to security and safety, and risk mitigation;

IDEAL CANDIDATE PROFILE

Academic qualifications

  • Undergraduate degree in social science or related field, with related technical security management training from military or police acadmy is required.

Work experience

  • Minimum of 6-7 years of professional experience with law enforcement, military, intelligence, public or private security organization and in a similar position for an international organization is required.
  • Experience in hardship locations is required. Experience working in Mexico or the Latin American region is an advantage.
  • Experience in performing rigorous security analysis and be able to produce policies, reports or other operational recommendations are highly desirable.

Languages

  • Fluency in Spanish and English is required.

Specific knowledge, skills and competencies

  • Demonstrated knowledge of the development of security policies and procedures consistent with operations in a high risk environment within an international organization.
  • The ability to develop detailed security advisories, reports and notifications for senior management in country and the Security Advisor at Headquarters.
  • Excellent written and verbal communication skills.
  • A self-starter, able to identify improvements to working practice, make recommendations and implement change.
  • Excellent interpersonal skills and the ability to work constructively with several internal service departments.
  • Proven ability to see through tasks set and deliver results.
  • Proven ability to develop and foster productive working relationships across a globally-based organization;
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

 

TERMS AND CONDITIONS

The successful candidate will be contracted for an initial period of 12 months, with the possibility of an extension based on satisfactory performance and funding availability.

The FSO will be based in Mexico City, Mexico with expected travels to the region and may be required to travel to other location, as determined by the Supervisor.

IDLO offers international recruited professionals based in Mexico a basic compensation in the range of 5.000 USD monthly and other benefit package including medical, mission insurance and provident fund.
