Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of the Fleet Officer position is to oversee the day to day fleet management needs and implementation of the NRC fleet management policies and procedures. The main duty of Fleet Officer is to ensure proper filing of fleet documents like vehicle rental contracts, driver tests sheet, driving license copies, vehicle registration copies, access letters copy and vehicle maintenance records. Fleet Officer will be reporting to Logistics Coordinator. The position will be based in Mosul, Nineveh.

 

Ideal Candidate Profile:

A university degree with minimum (2) two-year experience from working with fleet and transport management in a humanitarian/recovery and complex and volatile contexts is required. Ideally the candidate should have good geographical knowledge of the area and speak, write English and Arabic fluently. S/he should be able to use MS Excel, Word and Outlook.

 

Key Job Tasks and Responsibilities:

  • Implement fleet operations policies and procedures under direction of the Logistics Coordinator.
  • Supervise movement control assistants/drivers and provide support to them in line with NRC fleet policies and procedures to meet desired fleet operations objectives.
  • Develop and maintain effective filing systems for vehicles, fleet human resource and power generation machines, both electronic and paper.
  • Update and maintain effective movement plans and coordinate with Country Office fleet staff.
  • Document fleet technical issues, gaps and questions, and channel to the Logistics Coordinator.
  • Ensure ongoing fleet operations is well monitored, tracked and reported to Logistics Coordinator.
  • Generate fuel consumption reports for vehicles, generators on monthly basis and report to Logistics Coordinator.
  • Coordinate with programme teams and get their movement plans ensure to have proper number of vehicles for to meet all movement plan and coordinate with NRC Country Office for every movement.
  • Ensure to have proper maintenance records of vehicles and generator and scheduled the regular services of all fleet operations vehicles.
  • Manage an inventory of vehicle spares and liaise with mechanics for vehicles and generator maintenance and generate regular reports of maintenance and reports to Logistics Coordinator.

The post will be for  (1) one-month contract duration with possibility of extension subject to funds and satisfactory performance.

Salary: 5/1 according to NRC-Iraq's salary scale.
