At the request of the Hungarian Government, GGGI is in the process of establishing a regional climate change fund as a pooled mechanism to streamline allocation, programming and disbursement of climate finance in the Balkan region.

In order to establish and operationalize the fund, a Public Finance advisor is being recruited. The specialist will work with the GGGI team to design the climate fund and will overview the financial aspects. S/he will manage the Public Finance component of the design and
play an active role in supporting the coordination in this area, including presentations and engagement with relevant stakeholders.

The independent contractor will be contracted over a period of 12 months on a part time basis. Working space will be made at GGGI Budapest Office. The independent contractor will work on the tasks described below and deliver outputs as described in the following schedule.

Introduction:  

Based in Seoul, The Global Green   Growth Institute (GGGI) is an intergovernmental organization founded to support   and promote a model of economic growth known as "green growth",   which targets key aspects of economic performance such a poverty reduction,   job creation, social inclusion, and environmental sustainability. GGGI works   with countries around the world, building their capacity and working   collaboratively on green growth policies that can impact the lives of   millions. The organization partners with countries, multilateral   institutions, government bodies, and private sector to help build economies   that grow strongly and are more efficient and sustainable in the use of   natural resources, less carbon intensive, and more resilient to climate   change.

 

GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning &   Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Green Growth Planning and Implementation (GGP&I) is the in-country delivery mechanism for GGGI. It supports partner countries to achieve development priorities through evidence based green growth planning and implementation. 

 

Recently, at the request of the Hungarian Government, GGGI is in the process of establishing a regional   climate change fund as a pooled mechanism to streamline allocation, programming, disbursement, and monitoring climate finance. In order to establish and operationalize the fund, a Public Financial Specialist is being recruited.

Objectives/Purpose   of the Assignment:

Reporting to the Senior adviser   position on strengthening green growth and climate funds, Green Growth   Planning and Implementation (GGP&I) Division, the Public Financial   Specialist will provide technical assistance to establish the regional climate   fund. The specialist will work with the GGGI team to design the climate fund   and will overview the financial aspects. S/he will manage the Public Finance   component of the fund design and play an active role in supporting the   coordination in this area, including presentations and engagement with   relevant stakeholders.

Scope   of Work:

In coordination with the design team,   the Public Financial Specialist consultant will support GGGI on the following   exercises:

      
  • Advise on the design of the regional Fund in the context of public national budget setting process to ensure its        integration into existing processes and systems;
  •   
  • Assess and advise on the different types of financial instruments for mobilizing and channeling climate finance in        the region, assess the benefits and inconvenient of available instruments in the regional context, in relation to priorities sectors, needs of beneficiaries and current national processes;
  •   
  • Provide recommendations for early engagement of the private sector;
  •   
  • Assess Public Finance and local requirements for accessing funding from multilateral funds, including Green Climate Fund, and design relevant components accordingly;
  •   
  • Prepare costs estimate for various scenarios and climate actions, advise on targets and timeline for capitalization        and disbursement;
  •   
  • Work out a full range of climate finance management options with pros and cons in the country and regional        context;
  •   
  • Conduct a comprehensive comparative advantage analysis in terms of institutional set up to manage the fund.
  •   
  • Provide recommendations on control systems and audits frameworks;
  •   
  • Advise on project selection criteria and selection procedures;
  •   
  • Prepare Public Finance guidelines for the fund (for accounting, budgeting, procurement procedures of the fund).
  •   
  • Support technical research related to public finance, contribute to the production of fund design document.

Output/Reporting   Requirements/Deliverables:

 

The consultancy contract will be based  on deliverables and contracted over a period of 12 months. Working space will   be provided at GGGI Budapest Office for the independent contractor. The independent   contractor will work on the tasks described below and deliver outputs as   described in the following schedule.

 

  1. Assess climate related sources as  recognized in the Medium-Term Expenditure Framework and National Budget   within the Balkan region. Deliverable: report. Indicative timeline:   28 February 2018 (payment 10%).
  2. Working with the design team, advise   on targets and timeline for capitalization and disbursement and assess Public Finance requirements of accessing funding from multilateral and private   sources and design relevant components accordingly. Deliverable: report. Indicative timeline: 15 March 2018 (payment 15%).
  3. Develop a strategy to mobilize and   channel climate funds e.g. capitalization from public and private sources, guarantee,   loans, grants to reach beneficiaries, preferred modalities for delivering   climate finance (result-based-financing, up front financing, etc.). Deliverable: Comparative analysis   of the different financial instruments for mobilizing and channeling climate   finance. Presentation of the analysis and final recommendations report. Indicative timeline: May 15   2018 (payment 15%).
  4. Working with the design team, conduct   a comprehensive comparative advantage analysis in terms of institutional set   up to manage the fund with pros and cons in the country and regional context.   Deliverable: report. Indicative timeline: June 15 2018   (payment 15%).
  5. Advise on control and reporting   systems, including audits for fund operations. Deliverable: detailed recommendations on control systems and   reporting systems aligned with national procedures and relevant international   institutions. Indicative timeline:   June 15 2018 (payment 15%).
  6. Prepare Climate fiscal Framework for   the Fund, which should provide at minimum the principles for climate fiscal   policy making at national level and how the trust fund expenditures are   integrates to national budgetary procedures. Prepare Public Finance   guidelines for the fund and advise on integration mechanisms under Public   Expenditure Program and support existing MIS modules. Deliverable: CFF. guideline. Indicative timeline: July15 2018 (payment 15%).
  7. Draft relevant sections of the final   design documents to ensure operationalization of the Fund in 2019. Deliverable: relevant sections of   the final design report. Indicative   timeline: Aug 01 2018 (payment 15%).

All final deliverables must be in English (except final deliverables 6- 7), in accordance with GGGI formatting   requirements, and submitted with complete sets of raw data, research material   and interview notes.

 

 

Qualifications/Experience/Expertise

 

QUALIFICATIONS

Essential

      
  • Master's degree in economics, finance or accounting, public policy or related subject;
  •   
  • At least 5 years' professional experience in financial management systems and/or public administration;
  •   
  • Working experience with fund design and/or  operations, and knowledge of wide range of financial instruments        (guarantee, low investment loans, etc.);
  •   
  • Fluency in English and Hungarian is  essential.

Preferred:

      
  • Experience in supporting Hungarian public financial management;
  •   
  • Professional knowledge and experience of Public Finance policies, systems, processes in the Balkan region;
  •   
  • Previous working experience within the Balkan region would be an asset;
  •   
  • Strong professional knowledge of and relevant practitioner experience in climate finance;
  •   
  • Proven technical and analytical capabilities on Public Finance and associated supporting MIS systems;
  •   
  • Proven partnership building experience with internal and external stakeholders with a focus on impact and results.
