Background

Iran hosts one of the largest protracted refugee populations and one of the largest urban refugee populations in the world. According to Bureau for Aliens and Foreign Immigrants Affairs (BAFIA), there are approximately 950,000 Afghan and 28,000 Iraqi refugees, currently residing in Iran. There are further 1.5 to 2 million undocumented Afghan nationals living in the country.

 

As part of NRC due diligence and in order to meet the local regulations and ensure the highest quality of construction, NRC would like to hire a qualified engineer to undertake designing, prepare drawings and computer models of structure. In addition to site supervision, perform inspection during various stages of construction and issue the required certificates for construction of Mobarak-Abad community centre located in in Qom.     

 

Scope of work

This Terms of Reference (ToR) aims to provide supervision, testing and certification required for

Construction of the Mobarak-Abad Community Centre in accordance with the local regulations.

 

The scope of work and specific deliverables are:

  • Managing, supervision and undertaking three concrete slump tests and three full sets of compressive strength test of concrete for the structure (3 days);
  • Construction supervision and providing technical advice for various stages of construction such as architectural, mechanical and electrical areas and providing technical advice where required (15 days)
  • Liaising with the main contractor to undertake and above tasks.
  • All tasks should be in accordance with the requirements of “Mogharart Meli Sakhteman” (National construction code).
  • Provision of all necessary certification indicate the quality of the structure;
  • Certify all the drawing related to the community centre;
  • Design and computer modelling associated to structure of the centre;
  • Prepare technical drawing of the centre;
  • Obtaining building regulations approval;
  • Liaise with other designers, including architects;
  • Calculate the pressures, stresses, load and strains that each component, such as a beam or lintel, will experience from other parts of the structure due to human use or environmental pressures such as weather or earthquakes;

Scope and Methodology

The consultant will work in collaboration with the NRC Iran, Shelter & WASH Coordinators and external actors, as appropriate.

All discussions and recommendations will be in accordance with NRC’s existing policies and frameworks.

Consultants’ Qualifications:

The technical consultant should be a Civil Engineer and a member of the Iranian Society of Construction Engineers with adequate qualifications and signatory rights to fulfil the project requirements.

Language of the Contract:

The language of the specific contract will be both Farsi and English.
