BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As the United Nations frontline agency in the fight against hunger, United Nations World Food Programme (WFP) is continually responding to emergencies. WFP save lives by getting food to the hungry fast.

As part of the fight against hunger WFP is working to rehabilitate up to 1,000km of feeder roads throughout South Sudan. These roads are designed and constructed to provide communities in areas with an agricultural potential with access to markets for agricultural produce and inputs, as well as to basic education and health services. Coordination, collaboration and opportunities are sought with other WFP programmes, such as Purchase for Progress (P4P) and Food Assistance for Assets (FFA) with the goal to reinforce the benefits of the individual road projects and to strengthen resilience to food shocks.

WFP South Sudan with the support of the European Commission, acting on behalf of the European Union (EU), and in collaboration with the South Sudanese Ministry of Transport, Roads, and Bridges (MTRB), has developed several feeder roads projects for the EU which are in various stages of completion.

The EU funded feeder road projects “Kangi-Kuajok” and Kuajok–Lunyaker” include the construction of a 160m bridge over the Jur River at Kuajok.

WFP is currently in the process of commencing the bridge construction project and thus seeking a competent Structural/ bridge engineer to supervise the work.

Under the general supervision of the Lead Engineer and the technical guidance of WFP Engineering, the duties required of the Candidate shall include but not be limited to the following:

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Technical tasks

  2. Supervision of the bridge and the associated civil construction work, programming and co-ordination.

  3. Provision of construction and project management.

  4. Assessment and approval of the contractor’s security provisions, with WFP Security division, to protect WFP personnel and assets during the construction phase of the projects.

  5. Provision of management of the contracts and reporting to the Lead Engineer and WFP Engineering concerning the work progress, quality of material and work and adherence to the construction schedule.

  6. Management of the contractors site supervision personnel and/or selected sub-contractors.

  7. Inspection and evaluation of the contractors' on-site and off-site facilities especially laboratory items to ensure compliance with the terms and conditions of the contract. This shall include monitoring the contractors' laboratory testing and recommend improvements (if any) to ensure the desired performance.

  8. Advise on the selection of contractor's equipment. Assess minimum construction equipment, plant and machinery requirements, by type and specification, and monitor, keep and regularly update a list of the contractor’s equipment, plant and machinery in order to keep a check on the contractor’s mobilisation.

  9. Inspection of contractor's construction equipment ensuring that compliance with the manufacturers’ requirements is being achieved.

  10. Inspection of material sources. Order tests of materials and ensure adherence to specifications. Approval of all material to be used on the projects.

  11. Assessment of the contractors construction methods for the works ensuring that the methods proposed are satisfactory with respect to the requirement of quality, health and safety.

  12. Close monitoring of the construction progress on a regular basis to ensure it is proceeding in accordance with the approved work program. Liaise with the contractor in the event of programme “slippage” to mitigate and rectify the situation.

  13. Review of all minor additional works that do not materially affect the project, at the rates established in the construction works contract, or at alternative rates mutually agreed upon when the works are not listed in the contract bill of quantities.

  14. Inspection and certification of completed site work and measurements as part of the payment process.

  15. Preparation (where necessary), review and approval of "as built" documentation and preparation of report(s) testifying to the satisfactory completion of the works in accordance with the contract.

  16. Inspection of the completed works with the Lead Engineer and WFP Engineering including the provision of assistance in formal taking over of the works.

  17. Monitoring of any required remedial works carried out during the defects notification period and provision of guidance to the Lead Engineer and WFP Engineering with respect to the release or otherwise of the contract retention.

  18. Preparation and issuance of the following reports, the format and content of which are to be acceptable to the Lead Engineer and WFP Engineering: an inception report, a monthly progress report, a detailed quarterly report and a detailed project completion report.

  19. Monetary tasks

  20. Assurance of the receipt of and maintenance of permanent records of all bonds and warranties required under the Contract for items/materials including their source and equipment accepted and incorporated in the project.

  21. Assistance to the Lead Engineer in contractual matters with the contractor (performance bonds, insurances, claims, advance payment guarantees etc.).

  22. Assistance with interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents;

  23. Provision of all relevant documentation needed for settling disputes (if any) with the contractors to the Lead Engineer and WFP Engineering. Formulation of recommendations with respect to such claims received from the contractor for issues including but not limited to escalation, time extensions, variation orders, quantification of claims, rate and price fixing etc.

  24. Reviewing and appraising interim and final payments to the contractors.

  25. Preparation of variations to address issues encountered on site or arising from the needs of the WFP or other contextual issues.

  26. Assistance in the settlement of the Audits and Enquiries (if any) pertain to the Project.

  27. Preparation of final accounts.

  28. Quality

  29. Assess contractor submissions

  30. Establish and maintain project quality assurance procedures.

  31. Completion of all necessary measurements and control of quality of the works for the implementation of the works.

  32. Assurance of the quality of the works during construction, continuously inspecting the materials and construction operations with regard to workmanship and compliance with the specifications. Provision of notice to the contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works, where provided under the contract.

  33. If required, order suspension of the work(s) and/or recommend to the Lead Engineer and WFP Engineering other recourse available under the relevant contract.

  34. Health & Safety

  35. Ensure that the contractors abide by the internationally recognised standards of health and safety for the works, adjacent properties, all site personnel and the general public.

  36. Notification to the Lead Engineer of any serious breaches to health and safety rules on the project.

  37. Reporting of all health & safety incidents and accidents in monthly progress reports.

DELIVERABLES AT THE END OF THE CONTRACT:

Upon completion of assignment the Candidate is required to deliver an end of contract report with a detailed description of undertaken tasks and accomplishments. In addition the report shall include details of challenges, constraints encountered and risk mitigation measures used to manage the projects. Recommendations for process improvement and lessons learnt exercise shall also be included.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University Degree in Civil/ Structural Engineering

Experience:

  • Minimum of 10 years’ post-graduate, professionally relevant civil engineering experience with 2 years relevant international experience in remote field locations or areas with challenging security environment

Knowledge & Skills:

  • Minimum 5 years of experience in design and construction of structures (Steel and/ or concrete)
  • Knowledge of Public Procurement procedures
  • Experience of working in the Humanitarian Community.
  • Computer literate including MS Outlook email and internet
  • AutoCAD knowledge is desirable

Languages:

  • Fluency in English is a requirement.
