The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions which reflect the circumstances of ea ch country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Environmental Specialist shall provide leadership in the Fund’s development, implementation, and update of the Fund’s policies and practices relevant to environmental and social safeguards. The role shall contribute to the due diligence work of the Fund related to environmental and social safeguards including the development of standards, procedures, guidance, and toolkits. The role shall also provide support the implementation of policies related to environmental and social management and contribute to the Fund’s efforts on knowledge management and capacity development.

 

Duties and responsibilities

• Support the Fund in the development, implementation, monitoring, reporting, and updating of the Fund’s environmental and social management system (ESMS) including the environmental and social safeguards (ESS) and environmental and social policy;

• Collaborate with colleagues in the development of operational procedures, processes, guidance, toolkits, and references for applying ESS standards, implementing ESMS and relevant policies;

• Support the Fund in the development of the Fund’s own ESS standards and providing leadership and guidance on environmental safeguards;

• Working with colleagues, undertake due diligence, monitoring and reporting on GCF -supported programmes, projects, and activities focusing on the compliance with ESS standards and relevant policies;

• Informing and assisting entities interested in accreditation to the Fund with matters related to ESS;

• Carrying out institutional assessment of accreditation applications in relation to ESS and contributing to the capacity building of implementing entities in ESS;

• Proactively advising and assisting entities interested in accreditation on the Fund’s ESS standards, especially those benefitting from support from the Fund’s accreditation;

• Participating in the Fund’s effort to develop the network of accredited entities;

• Participating in the compliance review of entities in accordance with the Fund’s ESS;

• Identify, collate, generate, and disseminate current knowledge, lessons, trends and development pertaining to environmental and social safeguards at the regional and global levels;

• Develop and foster partnerships with stakeholders aimed to promote climate change approaches and strategies that take into consideration environmental and social safeguards; and

• Build synergies with the aim of strengthening capacities of the Fund and its stakeholders on the ESS standards within the context of climate change.

 

Expected experience and qualifications*

• Master’s degree in environmental sciences, environmental management, environmental economics and policies or other relevant fields;

• A minimum of 9 years of relevant international experience in the areas of environmental and social management system, environmental and social safeguards and policy development and implementation; development of guidance, references, and tools for applying ESMS and ESS safeguards ; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the experience and skills that would qualify candidates for consideration. Selection among short -listed candidates will also take into account performance at interview, appropriate testing, and references.
