Background

The consequences of disasters are experienced by all sectors of society, private and public. Accordingly, all sectors have a role to play in responding to climate change and engaging in disaster risk management. Despite strong interest and capacity, at present the private sector in the Haiti tends to play an ad hoc role both in disaster response and resilience building activities. The private sector also has an essential role to play in the implementation and achievement of regional and global resilience and risk reduction commitments. The Connecting Business initiative is working with L’Alliance pour la Gestion des Risques et la Continuité des Activités (AGERCA) to strengthen engagement by the private sector in disaster risk reduction, emergency preparedness, response and recovery in Haiti.

UNDP Haiti seeks a national consultant to work with AGERCA, with support from CBi, to implement activities in line with an agreed work plan. The consultant will be provided with office space both within UNDP Haiti and AGERCA, with the allocation of time to be agreed with the consultant.

UNDP’s Istanbul International Center for Private Sector in Development (IICPSD), within the Bureau of Policy and Programme Support, is leading UNDP’s strategic offer to work with the private sector. It also hosts many global initiatives, for example, the Connecting Business initiative (CBi).  CBi is a multi-stakeholder alliance that provides a mechanism for the private sector to engage with the United Nations system, national governments and civil society in a coordinated manner on disaster risk reduction, emergency preparedness, response and recovery. CBi led by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations Development Programme (UNDP), with the United Nations Office for Disaster Risk Reduction (UNISDR) acting as technical advisor for disaster risk reduction. OCHA and UNDP will provide support to the consultant from headquarters, regional and country levels (as applicable), drawing on technical advice from UNISDR. The Connecting Business initiative will provide technical advice and guidance to AGERCA and the national consultant.

Duties and Responsibilities

Summary of Key Functions:

1. Support AGERCA to strengthen governance structures and sustainability (using the CBi Network foundation guide):

  • Review leading practice on governance and sustainability models for private sector networks undertaking similar activities and make recommendations to AGERCA’s board on options to strengthen governance.
  • Identify resource mobilization opportunities for AGERCA
  • Support preparation of a partner engagement strategy for AGERCA
  • Support preparation of a funding proposal for AGERCA and support resource mobilization
  • Support AGERCA with outreach to at least 8 identified core partners (i.e. HRA, the Haitian Chamber of Commerce and Industry, the American Chamber)
  • Link with other UN Haiti initiatives to support private sector and AGERCA to strengthen its capacities (i.e. Supplier Development Program).

 2. Design and implement a communication strategy and awareness raising campaign:

  • Design a communication strategy and awareness raising campaign that includes monthly newsletters or alerts and the quarterly production and dissemination of communication products or fact sheets on private sector engagement
  • Organize an event to launch the activities and assess the Hurricane Matthew response and recovery (i.e. lessons learned)
  • Support the implementation of the communication strategy and awareness raising campaign
  • Strengthen the database and engagement of members of AGERCA and other partners.

3. Support the strengthening of website functionality and content based on prioritized requirements:

  • Organize and hold at least one consultation with members and other stakeholders to identify any additional priority functionalities and content for AGERCA’s website, including an online collaboration platform;
  • Support the preparation of scope for a service provider to develop the website in line with the functionality and content required
  • Support supervision of the service provider for web development
  • Support the drafting content for AGERCA’s website in line with the priorities identified.

4. Prepare a report on the landscape of engagement by the private sector (using the CBi landscape assessment tool):

  • Identify priority topics and target audiences for capacity building and training (i.e. business continuity planning, crisis management, public-private partnerships, engaging with humanitarian coordination mechanisms during emergencies, etc.)
  • Prepare a report that assesses the landscape of engagement by the private sector in disaster risk reduction, emergency preparedness, response and recovery, and includes recommendations to strengthen that engagement.

5. Design a training schedule and facilitate training sessions

  • Identify priority topics and target audiences for capacity building and training (i.e. business continuity planning, crisis management, public-private partnerships, engaging with humanitarian coordination mechanisms during emergencies, etc.)
  • Identify potential partners who could provide training on the priority topics and develop a training schedule for 2017
  • Facilitate three training sessions for members and non-members of AGERCA on an identified priority area
  • Use the Supplier Development Program and its 40 accredited consultants to strengthen their internal capacity to make suppliers stronger.

6. Embed the private sector into national disaster risk management processes:

  • Identify actions to engage the private sector in national disaster risk management processes, policies and strategies
  • Work with AGERCA’s membership to appoint focal points for each of the humanitarian clusters and support the participation of private sector in cluster meetings, initially prioritizing private sector integration into three clusters
  • Implement information sharing processes with Government, UN and NGO stakeholders to ensure that humanitarian needs information is readily shared before, during and after emergencies
  • Identify two policy areas for private sector input on disaster risk management and engage AGERCA’s members and partners to support advocacy in these areas.

7. Produce a report on lessons learned and leading practice.

Impact of Results: The key results have an impact on the success of the country program and CBi Global Project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, and creation of strategic partnerships.

Indicative timeframe for deliverables:

  • By the end of first month: Deliverables under Key Function 1 and 2
  • By the end of second month: Deliverables under Key Function 4 and 6
  • By the end of third month: Deliverables under Key Function 5
  • By the end of fourth month: Deliverables under Key Function 3
  • By the end of fifth month: Deliverables under Key Function 7

Payments will be divided into 5 monthly tranches and payable upon successful delivery of the outputs under the key functions.

  • Analyzes and selects materials for strengthening strategic alliances with partners and stakeholders
  • Implement information sharing processes with Government, UN and NGO stakeholders to ensure that humanitarian needs information is readily shared before, during and after emergencies.

d) Resource Mobilization (Field Duty Stations) : Level 1.2:  Providing inputs to resource mobilization strategies

  • Analyzes information/databases on potential and actual donors
  • Develops a database of project profiles.  Identifies opportunities for project proposals for presentation to donors

e) Promoting Organizational Learning and Knowledge Sharing : Level 1.2: Basic research and analysis

  • Generates new ideas and approaches, researches best practices and proposes new, more effective ways of doing things
  • Implement programs targeted at the three activities to reduce disaster risks

f) Job Knowledge/Technical Expertise: Level 1.2: Fundamental knowledge of own discipline

  • Understands and applies fundamental concepts and principles of a professional discipline or technical specialty relating to the position
  • Strives to keep job knowledge up-to-date through self-directed study and other means of learning

Required Skills and Experience

Education:

Undergraduate degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Climate and Disaster Risk Management or another related field

Experience:

5 years of relevant experience in the private sector and/or on disaster risk reduction, emergency preparedness, response or recovery, and/or at the national or international level in strategic relationship management, providing management advisory services, resource mobilization and knowledge sharing.

Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

Fluency in English and French.
