Background

The Office of Climate Change and Development (OCCD), the predecessor organization to the Climate Change Development Authority (CCDA), was established in 2010 for the purpose of delivering on Pillar 5 of the Papua New Guinea (PNG) Government’s Vision 2050, setting development targets on climate change and environmental sustainability. In November 2015, the Climate Change (management) Act was passed establishing the Climate Change Development Authority, passing responsibility to the Authority, for implementing national commitments made by the Government of PNG under the UNFCCC adopted in New York on 9 May 1992 and the Kyoto Protocol adopted in Kyoto, Japan, on 11 December 1997 and accords to which Papua New Guinea has acceded to.

The fiscal arrangements for the CCDA and its ability to implement effective Climate Change programs are governed by the Climate Change (management) Act. This statute provides stringent rules for prudently managing the Authority’s finances and raising fees, levies and other charges on activities which may contribute to the emission of greenhouse gasses. Under the Climate Change Act (CCA), it is intended that the Authority should have sufficient revenue raising-powers to become financially self-reliant. 

Under the CCA, the Authority has established a Climate Change and Green Growth Trust Fund (CCGGTF) for raising levies, fees and charges on hazardous materials and activities which may contribute to greenhouse gas emissions. In line with the CCGGTF, the Authority may impose import levies or import fees - such as duties on the importation of diesel fuel, to support climate change and climate mitigation programs. Economic analysis already undertaken indicate that had such a revenue option been introduced, the Authority would have attained financial autonomy by early 2015.

A (Climate Change) Technical Specialist is sought to provide strategic advice and guidance to Senior Management of the Climate Change and Development Authority (CCDA) on key issues related to climate change policy and programming, as well as identifying revenue raising options needed to support the Authority in achieving national development targets and implementing programs to address impacts of climate change in Papua New Guinea. The incumbent will be based on a full-time basis in the premises of the CCDA in the Ministry of Environment and Climate Change.

Under the overall strategic guidance of UNDP Deputy Resident Representative and directly reporting to the Senior Climate Change Adviser, the incumbent will be part of the Energy and Environment Portfolio, and will provide technical support to CCDA and the National Designated Authority (NDA) of PNG with the implementation of various projects and initiatives, including those within the framework of the Green Climate Fund (GCF). This includes support with the implementation of GCF Readiness Project, as well as strategic advice on developing PNG’s portfolio of projects to be submitted for funding under GCF.

The Technical Specialist will work closely with UNDP programmes and projects in PNG, including other technical advisors and experts, and will maintain a network with colleagues from UNDP regional centers, headquarters, other UN Agencies, International Financial Institutions, Government officials, multi-lateral and bi-lateral donors and civil society. Duties and Responsibilities

The Technical Specialist is responsible for the following:

·         Provide high-level technical support and policy advice to CCDA;

·         Provide technical and strategic support to CCDA on Green Climate Fund;

·         Identify options for revenue generation related to climate change;

·         Provide day-to-day management support to CCDA on PNG’s Green Climate Fund Readiness Project:

Provide high-level technical support and policy advice to CCDA:

  • Support CCDA to conduct a review and analyses of PNG's political, economic, social, cultural and legal landscape and international good practices to climate change mitigation and adaptation;
  • Provide technical support to CCDA in developing a M&E tool to support review and analyzes of progress with the implementation of relevant climate change related policies and acts;
  • Support CCDA with the development of necessary regulations under Climate Change Management Act (2015) and Implementation of Act of Paris Agreement (2016);
  • Provide technical guidance and facilitate implementation of CCDA’s Institutional Change Management Recommendations;
  • Effectively share knowledge by (i) documenting lessons learnt and good practices from in-country and international experience and contribute to the development of knowledge based tools (including policies, strategies, guidelines, etc); and (ii) facilitate exchanges between PNG and other countries;
  • Provide policy options and strategy for the design and implementation of PNG's Climate Change Programme;
  • Through the UNDP Country Office, coordinate and work with the UNDP Programme Development Specialist on Climate Change to ensure CCDA benefits from regional and/or international expertise;
  • Assist CCDA to coordinate design, preparation, submission and approval of climate change proposals, including management of responses to technical review comments;
  • Facilitate knowledge building and develop local capacities on climate change adaptation and mitigation;
  • Provide strategic guidance to CCDA to enhance coordination of ongoing initiatives, including improving weather-related early warning systems and establishment of the multi-hazard early warning hub in PNG (in close collaboration with RIMES - Regional Integrated Multi-Hazard Early Warning System and other regional stakeholders);

Provide technical and strategic support to CCDA on Green Climate Fund:

  • Support CCDA with the organization of, and substantive contributions to a high level programme and policy dialogue on development of Green Climate Fund Portfolio for PNG;
  • Develop PNG’s GCF Portfolio including programme and operational plan with clear roadmap for implementation beginning with Readiness Phase;
  • Support CCDA with the development of relevant SOPs to ensure coordination and management of proposals to various funds, including Green Climate Fund;
  • Build strategic partnerships, enhance dialogue and coordination to support development of PNG’s portfolio of Green Climate Fund initiatives;
  • Provide strategic advice to CCDA Managing Director and Divisional Heads in coordination of technical assistance and donor support, with a focus on Green Climate Fund;
  • Ensure PNG GCF Portfolio outlines monitoring and reporting schedule consistent with national guidelines and aligned closely with GCF requirements;

·         Assist in the identification of technical expertise and support including assisting with the preparation of TORs, identification and evaluation of experts and reviewing reports;

  • Assist CCDA with inception, contracting and start-up of projects under Green Climate Fund including establishment of indicators, benchmarks and work plans;

Identify options for revenue generation related to climate change:

·         Conduct analyses and develop a report detailing any significant events which have impacted or could impact on the approved CCDA Revenue Options activity;

·         Conduct analyses and develop a report detailing development and issuance of climate change bonds in PNG to support CCDA Revenue Options;

·         Identify arrangements for imposing funding levies, fees and charges in accordance with Section 38 of the CCA, and analyze revenue raising options for imposing and collecting the following revenues:

  • Climate Administration fees in accordance with Section 38 (3) and Section 38 (4) of the Act;
  • Climate  Administration levies on the importation on diesel fuel, pursuant to Section 38 (1),
  • Climate Administration levies on the registration  of motor vehicle, in line with Section 38 (1); ,and,

·         Climate Administration levies on factories, roadsteads, installations at sea and the transport, of hazardous waste    or related activities, in accordance with Section 38 (2)

·         Carry out consultations at the national level and conduct high-level assessment of a broad range of revenue options so that the CCDA is able to priorities which, if any, other revenue options it should pursue;

·         Conduct feasibility assessment on the options, and consider:

  • The start-up and operational costs associated with generating and collecting the relevant revenue source;
  • The complexity involved in undertaking the relevant function/revenue collection activity and the capacity of the CCDA to manage the task (whether directly or through other models);
  • A basic estimate of approximate revenue likely to be raised annually for the particular item including likely growth in revenue over time (5, 10, 20 years);

·         Whether revenue should directly fund specific CCDA functions.

·         The main risks associated with mobilizing the revenue stream, including risks of reducing business confidence, and creation of incentives/opportunities for corrupt conduct;

·         Develop a list of ranked options[1] to be presented to the Financial Reform Steering Committee for consideration[2];

·         Review the Climate Change Green Growth Trust Fund and make recommendations for setting-up and operating the Trust Fund in a manner which ensures compliance with the CCA, PFMA and any other public finance requirement;

Provide day-to-day management support to CCDA on PNG’s Green Climate Fund Readiness Project:

  • In consultation with CCDA Senior Management, review and revise (where necessary) PNG’s GCF Readiness Project;
  • Coordinate overall UNDP support to CCDA and other implementing entities for the timely and effective implementation of various components of the Green Climate Fund Readiness Initiative;
  • Assist NDA build strategic partnership, enhance dialogue and coordinate implementation of activities under PNG’s GCF Readiness Project;
  • Assist the CCDA to coordinate with national stakeholders to compile technical inputs for initial assessments and stocktaking activities;

·         Provide close and regular backstopping to the NDA and other implementing entities for the implementation of various components of the Green Climate Fund Readiness Project;

·         Lead the review of reports from all technical assessments and write reports including technical and financial reports for GCF Readiness Activities;

·         Provide management assistance to NDA and other implementing entities in developing their work plans, preparing progress reports, and integrating these into overall CCDA corporate plan including monitoring and tracking of progress against the approved GCF Readiness Project workplan;

·         Assist the NDA in coordinating and supervising activities of national and international experts /consultants to secure timely production of planned outputs;

·         Assist NDA to coordinate and liaise with other initiatives, line ministries, private sector, civil society organisations and development partners;

  • Support other capacity strengthening and GCF Readiness related activities as deemed necessary by NDA and/or UNDP.


[1] The rankings will be based on a consideration of the various factors identified above (ie, potential for revenue generation, difficulty in mobilizing revenue source, risks and possibility of risk mitigation).

[2] The Financial Reform Steering Committee (FRSC) will make recommendations for which of the options should be progressed to the next stage (developing basic outlines of options for project mobilization).

Required Skills and Experience

 
Education:
 
  • PhD or Masters degree in Public Administration/Finance, Economics, Science or relate field focusing on climate change;
 
Skills & Experience:
 
  • A minimum of 7 years professional experience working in the field of climate change;
  • Experience in conducting policy analysis and providing policy advice at senior management level;
  • Management experience related to supervision of consultants and coordination of research project teams in a multi-disciplinary and multi-cultural environment including engagement with governments and donors; 
  • Previous work experience in the Pacific/South East Asia or developing countries is desirable including knowledge of government structures and networks is desirable;
  • In-depth understanding of climate change and sustainable development issues, and their practical implications for sustainable development processes;
  • Experience from policy-related work, planning and management of development cooperation, monitoring and evaluation of development projects and programmes- Familiarity with UNDP policies and programming practices is an advantage;
  • Proven record in the writing of research papers, policy analysis and recommendations, reports and publications;
  • Proven experience in institutional and skill-based capacity development;
  • Knowledge in designing and field testing surveys and other data collection instruments; 
  • Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation software packages.
