Background

With an in-country presence before, during and after a conflict, UNDP is increasingly expected to assume a substantive role in providing rule of law, justice, security and human rights assistance to countries threatened or affected by crisis and fragility. In order to meet these demands, UNDP’s Bureau for Policy and Programme Support (BPPS) has made rule of law a priority area for programming, To this end, UNDP has a dedicated Rule of Law, Justice, Security and Human Rights (RoLJSHR) team in BPPS, with capacity to provide support to the field, and articulated a Global Programme for Strengthening the Rule of Law in Crisis-Affected and Fragile Situations.
 
UNDP’s Global Programme on Strengthening the Rule of Law and Human Rights for Sustaining Peace and Fostering Development is the main operational and financial instrument for UNDP globally to engage on justice, security and human rights in crisis-affected contexts and special development situations. Drawing on some of UNDP’s most innovative rule of law programmes in these instances, it has sought to expand such experiences to assist UNDP Country Offices to develop multi-year, comprehensive rule of law programmes that respond rapidly and effectively to the needs on the ground. The Global Programmes supports comprehensive rule of law programmes in approximately 40 crisis-affected situations, with a total programming value of over USD 220 million.
 
The RoLJSHR team within BPPS is responsible for the implementation of the Global Programme, as well as practice/policy development in the areas of rule of law, justice and security as they relate to crisis prevention and recovery in conflict and disaster settings. The RoLJSHR team also leads UNDP’s engagement with DPKO, as the Global Focal Point of Justice, Police and Corrections, which was established in 2012 and has been increasingly operational in recent years.
 
Under direct supervision of the RoLJSHR Team Leader, and in close collaboration with the RoLJSHR team, the staff member will manage advocacy, communications, and knowledge management and reporting needs for the RoLJSHR team.

Duties and Responsibilities

Summary of key functions:
 
  • Advocacy: The analyst will provide advocacy support to the RoLJSHR team, including for UNDP’s Rule of Law and Human Rights Global Programme, to ensure that rule of law and human rights perspectives are included in UN policy developments and accurately reflect the needs of programmes on the ground. 
  • Communications: The analyst will manage strategic communications for the RoLJSHR team, including for the Rule of Law and Human Rights Global Programme, to creatively demonstrate the impact of UNDP rule of law country programmes and reflect lessons learned for enhanced programme delivery.
  • Knowledge Management: The analyst will support the RoLJSHR team’s knowledge management needs, through strategic reporting on the Rule of Law and Human Rights Global Programme and information sharing for both resource mobilization efforts as well as to support UNDP’s operational efficiency.
 
1. Advocacy: The analyst will provide advocacy support to the RoLJSHR team, including for UNDP’s Rule of Law and Human Rights Global Programme, to ensure that rule of law and human rights perspectives are included in UN policy developments and accurately reflect the needs of programmes on the ground:
  • Manage requests for rule of law and human rights specific inputs to UNDP advocacy opportunities, ie. Speeches, talking points, briefing notes, etc. by drawing on the expertise of the team.
  • Remain knowledgeable of emerging UN policies and reforms taking place throughout the system, and RoLJSHR elements of each
  • Develop advocacy materials, with consistent messaging, by drawing on the expertise of the team for priority policy areas with RoLJSHR influence
  • Follow discussions on SDG 16 reporting and implementation and identify opportunities for the team’s involvement
  • Follow discussions on Sustaining peace and conflict prevention and identify opportunities for the team’s involvement
  • Identify key partners to support UNDP’s advocacy for rule of law and human rights work
  • Link UNDP’s rule of law and human rights advocacy approach with a communications strategy for greater impact

2. Communications: The analyst will manage strategic communications for the RoLJSHR team, including for the Rule of Law and Human Rights Global Programme, to creatively demonstrate the impact of UNDP rule of law country programmes and reflect lessons learned for enhanced programme delivery:
  • Assume responsibility for strategic communications to promote UNDP’s vision, approach and achievements in the rule of law area, through traditional media relations and social media elements, including maintenance of the RoLJSHR website and interactive map.
  • Support the RoLJSHR team with corporate communication requirements, as well as in the creation, design and dissemination of communication products.
  • Generate innovative ways to gain quality media coverage across the Rule of Law and Human Rights Global Programme, including high-quality photos and qualitative data from the field.
  • Collaborate with Regional and Country Office Communication Advisors to identify potential stories to feature in international media and to curate a consistent voice for RoLJSHR.
  • Initiate and support internal messaging and public advocacy on knowledge sharing developments and achievements, including by ensuring that content on websites is creative and current.
  • Propose, edit, draft and pitch op-eds, letters to the editor, and other written, digital, and broadcast commentary for the RoLJSHR team.
  • Initiate, draft, edit communications materials for the RoLJSHR team, including press kits, fact sheets, infographics and multimedia products.
 
3. Knowledge Management: The analyst will support the RoLJSHR team’s knowledge management needs, through strategic reporting on the Rule of Law and Human Rights Global Programme and information sharing for both resource mobilization efforts as well as to support UNDP’s operational efficiency:
 
  • Develop a knowledge management approach and plan for the RoLJSHR team, aimed at enhancing knowledge sharing and analysis of impact;
  • Support the implementation of a strategic reporting process for monitoring and evaluation of the Rule of Law and Human Rights Global Programme to enhance evidenced based programming and communication, in close collaboration with the RoLJSHR team;
  • Work closely with the RoLJSHR team to analyze and synthesize results reports (including HQ and country level and other corporate reports) to identify common trends, opportunities, and challenges experienced at country, regional and global levels to inform HQ support through the RoLJSHR Global Programme;
  • Support the creation of a collaborative learning exercise for RoLJSHR team members, that will curate advocacy, communications, and knowledge products to inform team members in leadership positions in the field of current policies/practices and internalize knowledge within the RoLJSHR team (HQ, Regions, and Country Offices) through a recurring training;
  • Promote a culture of organizational learning and knowledge sharing within the RoLJSHR team (HQ, Regions, and Country Offices) and between teams in BPPS;
  • Research best practices for knowledge management and pose new, more effective ways for the RoLJSHR team;
  • Facilitate information sharing and knowledge exchange between HQ, UNDP Regional Hubs, and country level, and within and between UNDP and other UN System partners;
  • Support multimedia approaches by which knowledge is produced, managed, communicated and shared;
  • Support the RoLJSHR team with corporate requirements, as well as in the creation, design and dissemination of knowledge products, services, and tools.

Required Skills and Experience

Education: 

Advanced university degree (Master’s level) in law, development, political science, peace and conflict studies, international relations or other relevant field.

Experience: 

  • 2 years of relevant professional experience, including experience in advocacy and communications for topics related to the rule of law, justice, security and human rights.
  • Knowledge of contemporary UN policies/developments relevant to RoLJSHR, including for conflict prevention and peacebuilding;
  • Ability to adapt communication techniques to match differentiating audiences, including Member States, the private sector, civil society, academia, and UN partners;
  • Previous experience writing quality and timely briefing material and speeches for UN officials;
  • Previous experience producing in-depth reports, focusing on policy developments and service delivery;
  • Previous experience with UNDP (and BPPS) reporting requirements, processes, and knowledge management approach;
  • Previous experience organizing high-level meetings and workshops is preferred.

Language Requirements: 

Fluency in English, both written and oral
