To meet these challenges, International Organization for Migration (IOM) works throughout the West and Central Africa region on migration protection and reintegration to migrants opting to return to their countries of origin.

In Senegal, migrant protection and reintegration programs intend to: provide protection and assistance to vulnerable and stranded migrants, support sustainable reintegration in communities of origin, disseminate accurate information on migration to migrants, potential migrants and communities, and collect data on migration flows to inform policies and decision-making. All actions aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in Senegal, with a view to improving migration governance. As part of its efforts to provide sustainable reintegration assistance, IOM seeks to assist returnees in reaching a sustainable level of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allows them to cope with (re)migration drivers. Page 1 / 4Under the overall supervision of the Chief of Mission, and the direct supervision of the Migrant Assistance and Reintegration Project Manager, the Reintegration officer is responsible for the technical set-up of effective reintegration schemes and the effective delivery of assistance in countries of origin to returning migrants. He/she will be responsible for coordinating the planning, budgeting, implementation, and monitoring and evaluation of migrants’ reintegration assistance for IOM/Senegal.

Core Functions / Responsibilities:

1. Contribute to oversight and coordination of IOM caseworkers, reintegration assistants and reintegration and/or protection partners.

2. Facilitate training as well as ongoing counselling and guidance to staff and contribute to the establishment of a sound case management system in compliance with IOM standards of assistance.

3. Support and provide technical inputs for the establishment of national reintegration schemes in coordination with national counterparts (government, civil society, etc.).

4. Provide information and technical assistance for the development, enhancement and implementation of national standard operating procedures (SoPs) related to return and reintegration.

5. Facilitate the mainstreaming of protection into reintegration activities by encouraging and providing guidance for the provision of adequate assistance for vulnerable categories of migrants, such as victims of trafficking, unaccompanied migrants and migrants with psychosocial and/or physical health concerns.

6. Provide technical assistance, capacity building support and guidance to implementing partners and Government counterpart.

7. Assess training needs on reintegration and/or protection issues and need for capacity building among local authorities, local NGOs, international NGOs, and other stakeholders. 8. Ensure adequate monitoring and evaluation of reintegration activities.

9. Oversee appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles. 10. Track use of resources in accordance with IOM internal rules and regulations. 11. Draft quality internal and external reports on reintegration activities.

12. Contribute to the development of project concepts/proposals, resource mobilization initiatives related to reintegration, as appropriate.

13. Check synergies with other reintegration projects in order to consistently provide comprehensive assistance to migrants assisted in their voluntary return.

14. Liaise with national and state authorities, programme partners, civil society, the international community and donors to coordinate the delivery of reintegration support and to maintain visibility of activities.

15. Undertake duty travel as requested.

16. Perform such other duties as may be assigned.

Education

• Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work;

• Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs).

• Strong communication and interpersonal skills as well as strong strategic and creative thinking. • Previous work on protection (including, but not limited to, child protection, counter-trafficking) preferable;

• Experience in project management and monitoring and evaluation an asset;

• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines.

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

• Ability to guide and supervise staff and coordinate administrative matters.

• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

Fluency in English and French required. Working knowledge of Wolof an advantage. Desirable Competencies:
