Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

IOM is providing a multi-sectoral response in South Sudan including Camp Coordination and Camp Management (CCCM), Shelter-NFI, Health, Water Sanitation and Hygiene, Mental Health and Psychosocial Support. IOM is leading Shelter-NFI and CCCM Clusters and supports inter-agency coordination through the Displacement Tracking Matrix. Under the overall and direct supervision of the Head of Operations of the Mission in South Sudan, the Protection Officer is responsible for providing overall guidance, advice and support to Senior Management and Programme Managers in line with IOM humanitarian protection commitments to meet the needs of affected-persons and support their protection. He/she will be responsible for integrating Protection Mainstreaming including Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP) considerations in on-going programmes as well as develop relevant protection, PSEA and AAP focused activities.

Core Functions / Responsibilities:

• Ensure and advocate for professional standards related to protection and humanitarian assistance as per IOM commitments and Protection Portfolio.

• Develop technical guidelines for IOM's South Sudan humanitarian response in relation to protection issues in line with existing referral pathways. Regularly prepare updates to guidelines Page 1 / 4according to lessons learned, feedback from beneficiaries, partners, relevant working groups and global standards.

• Integrate protection related indicators/questions/variables into assessments conducted by IOM (particularly, DTM) and coordinate their analysis and response within IOM and other key protection actors.

• Regularly review programme tools and update and amend as required (including selection criteria, assessment tools, Complaints and Feedback Mechanisms), in coordination with the Head of Operations and Programme Managers to ensure integration of protection mainstreaming including PSEA and AAP considerations.

• Advocate, ensure due concern and provide support for the care and protection of specific cases (e.g. GBV survivor, UASC, victim of eviction, etc.) identified through IOM program activities and establish a system of referrals and safe response to possible protection incidents • Develop and consolidate existing tools on AAP to improve integration of AAP principles and practice in programme implementation.

• Develop recommendations on PSEA guidelines and interventions across IOM Humanitarian programming.

• Build capacity of IOM staff on IOM protection commitments and international protection standards and tools (IOM’s Principles for Humanitarian Action, IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, ICRC Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.).

• Contribute to mainstreaming protection including PSEA and AAP across all IOM humanitarian response interventions in line Page 2 / 4 of IOM internal guidance How to Mainstream Protection, IOM PSEA commitment and the IOM AAP Framework, including targeted capacity building where relevant.

• Maintain and expand strategic partnerships for the benefit and sustainability of IOM’s protection programmes.

• On the basis of opportunities and gaps observed and in relation to the IOM protection portfolio, develop project proposals, work-plans and budgets in line with project objectives to allow the integration of protection considerations.

• Prepare regular reports covering protection activities; prepare briefing, statistical/narrative reports and background information as required including specific information requested by Governments and other entities.

• Represent IOM in the field of Protection (protection cluster and sub-clusters), including inter-agency forums on PSEA and AAP, and engage in prevention and response activities including joint complaint mechanisms in close coordination with the Head of Operations. • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Political or Social Sciences, Human Rights or a related Page 2 / 4field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in multi stakeholder coordination and ability to establish and maintain working relations with government counterparts, UN agencies;

• Field experience in the Migration or Humanitarian fields –particularly protection; • Experience in Project design and monitoring;

• 7 years of experience in the field of migration, internally displaced persons’ assistance and protection with at least 3 year experience in a crisis context as a protection officer or equivalent (specific focus on prevention and response to gender-based violence, protection and assistance to unaccompanied and separated children, assistance and protection of most at risk groups in crisis contexts); and

• Knowledge of IOM’s sectors of assistance in crisis response and key inter-agency coordination mechanisms and standards a clear advantage.

Languages

Fluency in English is required. Working knowledge of Arabic and local languages is an advantage.
