The incumbent of this post reports technically and administratively to the Senior Emergency Coordinator.

Primary Duties and Responsibilities

Provides project management and monitoring and support to the Emergency Coordination Unit; Assists in preparing funding proposals in coordination with the relevant departments, ensuring adequate management review and quality controls Ensures quality management of information• by overseeing the preservation of project files, updates status and progress of projects into UNRWA results-based management system, and updates internal documentation and donor files; Provides narrative and financial reporting of emergency funds, ensuring high-quality, well-written and timely submission of reports; Represents UNRWA in sector working group meetings and other inter-agency forums, as requested; Participates in project opening/closing projects meetings, as well as regular projects monitoring meetings with relevant departments. ensures projects are implemented according to plan and in compliance with UNRWA and donor regulations. • Assists in follow up actions to ensure adequate financial management and monitoring of programmatic progress; Monitors project expenditure on an ongoing basis and adjust expenditure forecasts accordingly to ensure that donor regulations are complied with and expenditure targets met; Supports monitoring of emergency activities, including developing monitoring plans for projects, designing log-frames and selecting appropriate indicators for projects/appeals, and developing other monitoring •tools. systemically monitors and reports on indicators; Assists with building capacity of programme and area staff by facilitating trainings and providing support in report writing, proposal development, budget management, indicator tracking etc.; Conduct monitoring visits to field locations as possible/needed; With JFO's Public Information Office and Donor Relations and Projects Coordinator, prepares and updates information materialsand ensure that donor visibility requirements are met; Any other tasks as requested by supervisor.

Minimum Qualifications

•         A Master degree from an accredited educational institution, in development, social science or a related field, relevant work experience in lieu of degree will be considered;

•         At least 5 years of experience in International Organizations or NGOs with an emphasis on humanitarian emergency interventions with a strong background in project management, monitoring and evaluation, administration, and/or financial management;

•         Proven record of theoretical knowledge and practical experience in the area of management, including PCM.Excellent command of written and spoken English and Arabic

•         Robust English writing skills essential;

•         Strong interpersonal and written/ verbal communication skills;

•         Proven ability to work with tight deadlines and handle competing priorities;

•         Ability to articulate ideas in a clear and concise manner;

•         Ability to establish and maintain effective working relationships.

Desirable Qualifications

•         Focus on humanitarian affairs and project management;

•         Knowledge of sound financial practices, procedures and systems

•         PMP or Prince2 qualifications;

•         Experience with the United Nations;

•         An understanding of Palestine refugee issues.

Additional Information

• The incumbent of this post is required to travel in the field in the course of

• performing his/her duties. Must be willing and qualified to drive an Agency

•vehicle;

• •The incumbent may be required to undertake professional in-service training as

•directed, with the field of assignment.

EQUIVALENCY

When the minimum requirements are not fully met, the Field Director may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
