In its efforts to provide all children with learning opportunities, the Education Section at UNICEF is collaborating with the Ministry of Education to expand access to formal education and improve the quality of the formal education system. To this effect, UNICEF is supporting MOE to launch a newly certified educational programme that aims to fill a gap that previously prevented out of school children to access formal education. Similarly, UNICEF is also providing the needed technical support to MoE to open an additional 102 double-shifted schools to accommodate another 50,000 students with the beginning of the new academic year 2016-2017. Furthermore, UNICEF is looking at expanding the Drop-Out Program to cater for the needs of those who are out of school and between the ages of 13-18 years old. With the target to place 75,000 children in schools, including the Catch-Up programme, and expand the Drop-Out Program throughout the course of the current academic year 2016-2017, the Education Section wishes to recruit an individual consultant (NOA) to support its efforts to meet its mandate in terms of establishing 102 new double-shifted schools, creating 200 Catch-up centres and scaling up the Drop-Out Program This is in addition to monitoring ongoing construction work which has started in both Azraq and Zaatari camps.

BACKGROUND:

To this effect, UNICEF is supporting MOE to launch a newly certified educational programme that aims to fill a gap that previously prevented out of school children to access formal education. Similarly, UNICEF is also providing the needed technical support to MoE to open an additional 102 double-shifted schools to accommodate another 50,000 students with the beginning of the new academic year 2016-2017.

Furthermore, UNICEF is looking at expanding the Drop-Out Program to cater for the needs of those who are out of school and between the ages of 13-18 years old.

OBJECTIVE:

The consultant is expected to provide the education team with the needed monitoring and follow up support on the different education programs, mainly:

  • Support the monitoring of the IT-Blended Learning Approaches project implementation in formal schools and Makani centres; 
  • Support educational interventions, including teacher orientation, at the borders (Berm & Ruwayshed);
  •  (the strategy has not been launched yet).Conduct regular assessment visit to schools renovated as part of UNICEF’s support to MoE;
  • Manage the deployment process of 180 Syrian volunteers in 206-afternoon schools and 100-morning shift schools.
  • Perform any other tasks as assigned.

DESCRIPTION OF ASSIGNMENT:

The consultant is expected to do the following:

Support IT-blended Learning Approaches in formal schools and Makani centers:

  • Support the implementation of the project with Orange, ensuring adherence to the agreed timeframe and deliverables;
  • Attend training sessions as well as leadership training as necessary in Makani centers;
  • Provide support in developing a detailed work plan for Phase 2; 
  • Coordinate with the consultant in providing the needed support to Orange and the Makani centers towards the delivery of the activities;
  • Provide regular updates to the Education Specialist on progress achieved. 

Conduct field missions to the under-served and border areas:

  • Undertake regular field missions to the borders, including extended missions as necessary;
  • Undertake field missions to Ruwayshed and other under-served areas, DOM, to assess the educational needs, provide teacher training, oversee distribution of supplies, monitor ongoing education response and report on education response implementation;
  • Submit a report summarizing the results of all missions, including follow up actions and timeline;
  • Develop a time framed plan for the delivery of educational services for the different target groups;
  • Conduct orientation and/or training sessions on the use of IFE materials at the berm, Ruwayshed and/or for the DOM;
  • Provide the educational supply needs for Ruwayshed, the berm, and other under-served areas (stationery, school bags, EiE boxes, recreation kits, books, etc.);
  • Conduct routine field monitoring missions.

Conduct regular assessment visits to schools being renovated as part of UNICEF’s support to MoE;

  • Follow up with MoE on the maintenance of the list of schools agreed upon with MoE;
  • Provide reporting, including data on schools/classrooms, number of students, teachers, etc. through regular field visits of the maintenance/renovation process of all schools;
  • Prepare regular update on the maintenance/renovation process.

Manage the recruitment of 180 Syrian Volunteers in 206-afternoon schools and 100-morning shift schools;

  • Conduct all tasks related to the hiring process.
  • Conduct orientation and/or training sessions for the hired volunteers.
  • Follow up with MoE on the deployment process.
  • Follow up with MoL on the issuance of work permits.
  • Issuing the payments for the Syrian volunteers in collaboration with the Social
  • Policy Section on monthly basis.
  • Submit regular reports on the recruitment process of Syrian volunteers and the schools assigned to them.
  • Follow up on daily basis with the Syrian volunteers inquires and problems.
  • Undertake regular field missions to the schools. 

Perform any other tasks as assigned.

KEY DELIVERABLES:

The Education Officer is expected to deliver the following:

  1. Monthly progress reports on assigned tasks;  
  2. Verbal and written updates for donor reports and/or internal meetings drafted and shared in a timely manner;
  3. Timely delivery of requested communication and information materials;
  4. Quality delivery of the tasks identified under point 3 ‘scope of work’;
  5. Regular and proactive participation in meetings at the Jordan Country Office (Amman) and camp level when and as requested; and
  6. Building and maintaining good relationships with the MoE and UNICEF partners.
  7. Deployment of Syrian volunteers in 206-afternoon schools and 100-morning shift schools;
  8. It is a full-time consultancy. The consultant will split his/her physical presence between UNICEF Jordan Office, camps, berm/border area as mutually agreed with the UNICEF supervisor
  9. Each month, the consultant will be paid a fixed salary subject to the receipt of:
  1. Approved report
  2. Certified invoice

QUALIFICATION REQUIREMENTS:

Education: MA Degree in education, psychology, sociology or another social science field is required.

Work experience: Three years progressive experience in working in social development planning and management in education and/other related areas at the international and/or in a developing country

Technical knowledge:

  • Proven research and analytical skills
  • Excellent interpersonal communication and teamwork skills.
  • Proven ability to work with time constraints in the preparation of high-quality documents.
  • Ability to travel nationwide without restrictions Language: Mastery of English and Arabic languages
