Purpose of Assignment: To achieve the objectives of the project, the Project Coordinator will be instrumental in establishing a network of resource persons at decentralized levels that will not only train the government-nominated master trainers but also monitor the quality of performance by the master trainers in training the teachers through a process of continuous monitoring and identifying bottlenecks in delivery of quality training and implementing corrective actions. The Project Coordinator will hold ultimate responsibility for managing project resources, supervising, and implementing the project as well as ensuring that the End product/deliverables are achieved. In carrying out his/her duties and responsibilities, the Project Coordinator is expected to compile and submit periodic reports as specified below.

Description of assignment:  The Project Coordinator is responsible for providing extensive support to national level DPE officials in developing technical documents and strategies and follow up implementation district and Upazila level in the project locations. The relevant information for efficient and effective implementation of ROTA- FCB Project. The incumbent will specifically accomplish the following:

Major Tasks and responsibilities of the Project Coordinator

1.    Project management, coordination & implementation framework and orientation of key-stakeholders.

1.1    Support DPE to identify Out-of-School children (OoSc)     of 500 project schools.

1.2    Introduce proven mechanism for enrolling OoSc through project interventions.

1.3    Develop project monitoring framework and mechanism.

 

2.    Development and implementation of organized sports

2.1    Operationalize school club in Pry. & secondary schools and SCE/non-formal learning centres.

2.2    Capacity development of 100 district-level coaches and 1,500 teachers in implementation of organized sport.

2.3    Development of monitoring tools and guidelines on organized sport in Pry. & secondary schools and SCE learning centers.

3.    Implementation of ABL methodology and framework

3.1    Development of learning assessment tools and guidelines

3.2    Arrange ABL training for 1500 trainers in project Upazila and monitor its application at project level.

3.3    Develop teachers’ performance and supervision tools.

4.    Monitoring/tracking- children’s enrolment & achievement

4.1    Regular monitoring and establishment of database at district level to track progress on children’s enrolment, drop-out, learning achievement, and participation in sports activities.

 

5.    Implementation of FutbolNet pilot

5.1    Develop monitoring tools/guidelines to ensure timely and quality implementation of FutbolNet component and establish reporting mechanism. 

6.    Advocacy and social mobilization

6.1    Design and support implementation of school based C4D activities in 500 Primary and 250 Secondary Schools that includes- School based campaign to reduce out of school children and increase attendance. To involve community/parents to monitor school performance

7.    Program monitoring and documentation of best practices

7.1    Monitoring, supervision, and reporting on implementation      of sports for development.

7.2    Monitoring and evaluation of enrolment, inclusiveness, learning achievement/outcome, and school completion in selected schools.

7.3    Documentation on best practices and Human Interest Stories.

 

1.1.   Out-of-school children (OoSC) lists are available in Project schools.

1.2   Report on enrolment of OoSc in project schools are placed.

1.3   Quarterly progress review system in built at district and divisional level.

 

2.1. Established school club in 500 Primary & 250 secondary schools.

2.2. 100 coaches and 1,500 teachers received training, school clubs are operated.

2.3. Progress monitoring tools and guidelines developed and introduced.

 

3.1. Learning assessments tools developed.

3.2. Targeted teachers received ABL training.

3.3. Teachers’ performance assessment and supervision tools developed & introduced.

 

4.1. District level database established with intended indicators to track the project progress and achievement.  

 

 

 5.1 FutbolNet package and manual are    executed in schools

 

 

6.1. Advocacy and awareness campaigns conducted

 

 

 

 

7.1. Monitoring & supervision reports are   

       in place.

Qualifications (Education, Work Experience, Special skills and/or knowledge, Competencies required for the assignment):

  • At least 10 years working experience in the education field
  • A Master’s Degree in Education, Social Sciences, or other related field.
  • Working knowledge and experience in basic education, some of which should be on child centred/activity based teaching/learning method  
  • Working knowledge and experience in integrating sports in education
  • Proven experience in management in education
  • Excellent writing and facilitation skills

Excellent command of the English language
