This position is based in New York Headquarters within the Office of Internal Audit and Investigations (OIAI), with occasional travel including to UNICEF offices in the field and other headquarters locations. OIAI conducts independent investigations into allegations of corrupt and fraudulent practices and other misconduct involving UNICEF staff, consultants, non-staff personnel, and institutional contractors and partners. The Office’s investigations cover all forms of misconduct including fraud, corruption, harassment, sexual harassment, abuse of authority, mismanagement and retaliation.

This position is based in New York Headquarters within the Office of Internal Audit and Investigations (OIAI), with occasional travel including to UNICEF offices in the field and other headquarters locations.

The Office’s investigations cover all forms of misconduct including fraud, corruption, harassment, sexual harassment, abuse of authority, mismanagement and retaliation.

How can you make a difference?
Reporting to the OIAI Director, the Chief of Investigations manages OIAI’s investigation unit, which comprises 11 posts based in New York and Budapest. The Chief of Investigations ensures the professional assessment and investigation of allegations of wrongdoing affecting UNICEF, and provides support and advice to help UNICEF management better manage the risk of fraud and other abuse in future, maximizing UNICEF’s ability to achieve results for children. Specific duties include:

1.       Conducting or overseeing the preliminary assessment of allegations, determining whether they are receivable, and deciding the possible scope of investigation if warranted.

2.       Planning and directing the conduct of all investigations in UNICEF; directing or supervising staff and consultants, and personally undertaking complex or sensitive investigations in field locations or headquarters as required.

3.       Preparing and/or reviewing investigation reports, closure memos and referrals for approval by the OIAI Director and transmission to other UNICEF units and offices or to external parties as appropriate.

4.       Overseeing the management of data on reported allegations, liaising with other UNICEF offices as necessary and contributing to organizational reporting and learning; leading OIAI’s networking with other agencies within and outside the United Nations.

5.       Leading policy development, advisory support and systems improvement work, including raising awareness of fraud risk and making recommendations to strengthen systems and practices to better manage misconduct risk in future; leading the development of investigation-related policies, procedures, methodologies and tools, and working with OIAI’s audit unit in identifying “red flags” of fraud and other misconduct.

6.       Managing the recruitment, development and utilization of the investigation unit team in accordance with UNICEF’s standards and requirements.

To qualify as a champion for every child you will have…

  • An advanced university degree in one or more of the following disciplines: economics, social sciences, law, accounting, auditing, business administration/management, or other relevant field.
  • At least 10 years (at least five of which are at management level, and at least five at the international level) of progressively responsible professional work experience in planning, leading and undertaking complex and sensitive investigations in government, non-profit organizations, and/or private sector. Experience in modern investigation techniques, including use of automated tools. Substantial experience of dealing with the risk of fraud and other misconduct in international development. Work experience in developing countries.
  • Fluency in written and spoken English. Working knowledge of French and/or Arabic would be an asset.
