The Child Survival and Development Section is looking for a iHRIS Deployment Consultant that will be charged with leading the establishment, deployment, custom configuration and operationalizing of a national Community Health Workers' (CHWs) database on the iHRIS platform, to ensure the MoHS and partners have access to up-to-date information on CHWs. Included will be training of key individuals at MoHS and select partners on the administration and customization of iHRIS for the project context.

Background:

The 2014 West Africa Ebola outbreak highlighted severe weaknesses of existing health information systems (HIS) in Sierra Leone. Accurate and timely information on the health system is fundamental to understanding the health environment in a country under normal circumstances, but it is particularly essential during emergency situations such as a mass disease outbreak.

The Ministry of Health and Sanitation (MoHS) of Sierra Leone is being supported by USAID to improve the processes and infrastructure that collect health information in the country and also in the use of that data for decision-making.

As part of the project, UNICEF is working closely with the MoHS to strengthen health data systems (the health management information system (HMIS) and the integrated human resource information system (iHRIS), to track progress, provide accurate and reliable information for decision making at national and district levels, as well as promote full utilisation of the iHRIS, particularly for community health workers (CHWs).

Scope of work:

The consultant will be charged with leading the establishment, deployment, custom configuration and operationalising of a national CHW health worker database on the iHRIS platform, to ensure the MoHS and partners have access to up-to-date information on CHWs.

Included will be training of key individuals at MoHS and select partners on the administration and customisation of iHRIS for the project context.

Deliverables:

  1. Detailed project plan with specific timelines applied to deliverables, including a technical specification of hardware requirements - 2 days, Remote.
  2. Installation and setting up of the latest iHRIS Manage software platform at MoHS - 2 days, Freetown, Sierra Leone.
  3. Population and configuration of iHRIS with MoHS CHW profile data - 3 days, Freetown, Sierra Leone.
  4. Identification and configuration of initial required custom reports for the specific iHRIS instance - 5 days, Freetown, Sierra Leone.
  5. Delivery of mentoring/training on the administration, management and customization for the specific iHRIS instance - 5 days, Freetown, Sierra Leone.
  6. Detailed post project report & documentation on the deployment - 1 days, Remote.
  7. Post project technical support - 2 days, Remote.

Payment plan:

Payment upon successful review of all deliverables with project supervisor.

Qualification and Experience:

It is required that the iHRIS Deployment Consultant has:

  • A University Degree in Information and Communication Technology (ICT), Information and Communication Technology for Development (ICT4D), Information Science, Public Health or a related field. In lieu of a degree, a combination of education and training equivalent to possession of a degree, that demonstrates the ability to perform the duties and responsibilities as described, may be accepted.
  • At least three years’ experience supporting and/or deploying iHRIS technologies, at National and/or International levels.
  • Fluency in English with excellent communication skills.

It is highly recommended that the iHRIS Deployment Consultant has:

  • Experience of project management and deployment in developing countries.
  • Experience in the delivery of technical training.
  • Knowledge of Linux, DHIS, RapidPro and mHero technologies.
  • Knowledge of CHWs and CHW program activity.

It is advantageous that the iHRIS Deployment Consultant has:

  • Knowledge of Sierra Leonean national and local health structures and experience working with the MoHS, and/or the Government in Sierra Leone at national or district level.
  • Knowledge of environment in which UNICEF operates and the organisation’s mission.

  • Knowledge of the latest developments and technology in related fields.
  • Analytical, negotiating, communication and advocacy skills.
  • Leadership and teamwork abilities.
  • Computer skills, including internet navigation and various office applications.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
