Purpose of the Position:

Climate change, energy access and environmental degradation are equity issues, with children and young people often being the most vulnerable and affected. Addressing climate change, energy access and environmental degradation is therefore vital for building a more sustainable future for children. In addition, it is imperative that we integrate our actions on the SDGs and our humanitarian responses. Climate and environment issues have also been integrated in one of the five main outcome areas of the new strategic plan (2018-21). Each of the goal areas of the UNICEF Strategic Plan 2018 - 2021 –Other outcomes are also affected in some way by climate change and/or environmental degradation. Fortunately, each stream of UNICEF work also presents opportunities to take action on climate, energy and/or the environment in order to deliver more sustainable results. There are major implications of climate change, lack of energy access and environmental degradation for children and UNICEF has strong potential to strengthen the response to these issues.

Key Expected Results:

  • Specific implementation support for the adaptation to Climate Change agenda into UNICEF programming.;
  • Implementation oversight support, including overseeing UNICEF’s knowledge and capacity development for the overall Environment and Disaster Risk Reduction portfolio;
  • Policy advise and influencing national policy on climate change to be sensitive to child rights.
  • Effective knowledge management and system developed and utilized to strengthen area/country programme management.
  • Situation Analysis prepared/updated, critical programme intervention point/measures identified, and programme work plans/recommendations/reports prepared.
  • Programme funds optimally used.
  • Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status report timely prepared.  Gender/sex disaggregated data and inputs relevant to country programme provided as integral part of programming.
  • Rights based and results based programming approach fully incorporated into all phases of programme and projects processes.
  • Commitment and institutional capacities of the national and local partners effectively gained and established.
  • Rights perspective and advocacy at the national, community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in local and national policy debates.
  • Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking on climate change, disaster risk reduction and risk informed planning for children.

KEY ACCOUNTABILITIES and DUTIES & TASKS:

Direct implementation support for the CC project (60%): 

  • Provide overall operational and technical support for the delivery of CC working in close collaboration with the Regional Office and development partners;  
  • Provide support to the timely and quality delivery of reports on CC;  
  • Support the monitoring and evaluation of relevant  projects;  
  • Support the identification of up-scaling opportunities and strategies based on the results and recommendations of relevant evidence, including evaluations;  
  • Support knowledge management activities on CC, DRR and other relevant themes;  
  • Enhance linkages in policy mainstreaming and knowledge management

     

    Strategic programme/project planning, coordination and implementation:
     

  • Support strategic planning, coordination and implementation of all supported climate change adaptation projects; 
  • Support CO in provision of policy and technical notes on CC and CC negotiations issues and state of the art innovations in the area of adaptation;
  • Oversee implementation progress on all UNICEF supported projects and liaise with Implementing Partners; 
  • Liaise with other teams in the office including Programmes and Operations as well as coordinate with UNICEF Implementing Partners, and multilateral and bilateral donors and civil society to support successful implementation of projects;
  • Contribute to identifying new strategic programming opportunities and partnerships in the area of low emission climate resilient development (LECRD);
  • Participate in cross-substantive area technical dialogue, common strategic visioning, mainstreaming, programming and other collaboration within the regional team;
  • Contribute to identifying strategic policy development support and guidance;
  • Support the development of strategic UNICEF policy position papers and internal briefing notes.

    Effective Management/Delivery of CC and DRR Portfolio:

  • Support the achievement of timely and effective management of projects’ delivery focusing on achievement of programme results through:
  • Monitor current year and cumulative expenditure status and oversee achievement of key financial milestones such as budget revisions, financial closure and the like;
  • Coordinate with Implementing Partners to ensure timely and quality submission of work plans, financial and substantive reports on annual and quarterly basis;
  • Facilitate information gathering and preparation of annual project implementation reviews and external evaluations;
  • Oversee the identification of any exceptions or irregularities and act to rectify these immediately;
  • Identify any recurrent problems or trends and identify and suggest remedies and solutions such as training, guidelines, etc;
  • Provide management with advice relating to strategic direction of project implementation;
  • Provide day to day oversight of the CC and DRR programme portfolio.  

    Programming and Resource Mobilization:

  • Assisting with the provision of timely quality information and technical advice on policies and activities to national partners to enable the preparation of projects;
  • Support the design, preparation, submission and approval of concept ideas/project proposals on behalf of the Government through UNICEF to vertical and bilateral;
  • Liaise with potential agencies and institutions that UNICEF should partner with in the context of delivering integrated results at the country level.

    Development Impact:

  • Assist with inception, contracting and start-up of programmes/projects;
  • Supporting programme/project implementation partners in implementation, monitoring, evaluation, troubleshooting and adaptive management;
  • Liaise with Implementing Partners to internalize lessons from evaluations in CC and DRR projects and programmes;
  • Participate in country level and as required regional retreats, focal area retreats, regional strategic planning, pipeline management exercises, etc;
  • Promote Gender equity/empowerment in adaptation and LECRD related programming opportunities.

    Learning, Knowledge Management and Self Development:

  • Evaluate, capture, codify, synthesize lessons and stimulate the uptake of best practices and knowledge emerging from the CC and DRR portfolio;
  • Apply cutting edge thinking, methodologies and lessons learnt from across the world to programmes and projects being implemented in CO and other countries;
  • Respond to queries on programme/project progress, impacts and lessons;
  • Develop and carrying out a personal learning plan (5%). 

    Strategic advice on Climate Change:

  • Support governments in their preparations for and substantive engagement with the CC negotiations across the key negotiation themes including climate finance;
  • Support the improved capacity of governments & other stakeholders to integrate climate change concerns into development planning and policy processes at the national, sub-national and/or sectoral levels and implement these policies;
  • Enhance climate change mainstreaming in UNICEF portfolio & programming;
  • UNICEF’s knowledge management and communication of impact results in the area of climate change policy enhanced.

     

    1.  Knowledge Management for Programmes

    Ensure that area/country programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases; participate in information exchange through donor and media visits as well as in the development of training and orientation material. 

    2. Programme Development and Management

    Contribute to the preparation of the Situation Analysis for programme development. Administer a consistent and transparent monitoring system; providing accurate analysis of country level socio-political-economic trends and their implications for ongoing programmes and projects. Support preparation of programme work plans as required. Responsible for preparation of program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.

     

    3. Optimum Use of Program Funds

    Assist in establishing programme work plans and monitors progress and compliance.   Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated. Takes appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through transparent approach to programme planning, monitoring and evaluation.

     

    4. Programme Monitoring and Evaluations

    Undertakes field visits to monitor and assess programme implementation and decides on required corrective action. 

    Carry out a rigorous and transparent approach to evaluation and participate the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts.  Ensure the timely preparation of annual program status reports.

     

    5.  Rights-Based and Results-Based Programme Management Approach

     Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.

    Ensure viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme new initiatives and management issues to ensure achievement of stated objectives.

     

    6.  National and Local Capacity Building/Sustainability

    Provide government authorities with technical supports and guidance to plan and organize training programmes for capacity building and programme sustainability.

    Ensure the building or reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.

     

    7. Rights Perspective and Advocacy at the National, Community and Family Levels

     Conducts policy analysis from a children's and women's rights perspective and advocacy at the community and family levels for credibility in national and international policy debates. Promotes the organization goals of UNICEF through advocacy and policy dialogue.

     

    8. Partnership, Coordination and Collaboration

    Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.

    Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability.

    Maintain collaboration with Regional Advisers and HQ Officers for effective overall coordination on programmes.

    Plans, develops and implements sectoral programme(s) by collaborating with the government and other partners. Provide leadership in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme and country level cooperation.

Qualifications of Successful Candidate:

  • Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • A minimum five years of relevant professional work experience in the area of climate change and natural resources management, vulnerability mapping, governance, community based development programmes, or closely related fields.

  • National or field work experience (for NO).

  • Background/familiarity with emergency situations.
  • Fluency in English and Russian languages, knowledge of Kyrgyz language of the duty station is an asset.
