In this role, you will be responsible for ­­­­­­­­­­­­­­­­­managing UNRWA's Treasury Division, which is a separately operated unit within the Finance Department, with a yearly cash flow equivalent to almost US$1.4 billion.

The main responsibilities include:

•         Managing the cash resources of UNRWA and reporting to her/his supervisor on the cash flow situation of the Agency on a regular basis, and investing surplus funds at the highest and safest rate of return with due regard to security, liquidity and convertibility;

•         Effecting the disbursement of Headquarters’ funds and funding of the Field offices, providing them with advice on treasury matters as necessary;

•         Preparing periodic reports on time deposits, daily cash position, exchange rates, miscellaneous income and cash flow projections, with monthly updates for information and control purposes, including a monthly review of the Fields’ Bank Reconciliations and coordinating follow-up actions;

•         Initiating and implementing improvements to relevant UNRWA procedures by proposing policies and procedures covering Treasury operations, and in identifying electronic banking, money transfer and balance reporting;

•         Managing the Agency's banking arrangements, relations with banks and monitoring services obtained; moving the Agency onto on-line banking platforms where possible; this including implementing online banking for Fields/HQs;

•         Receiving records and deposits incoming funds to Headquarters bank accounts; in co-ordination with External Relations and Communications Department (ERCD), following up on the payment of outstanding pledges;

•         Coordinating the weekly Cash Flow forecasting of  Fields, HQs and ERCD; this including liaising with Information Management Department (IMD) on system enhancements to the Cash Flow Module;

•         Developing and implementing strategies to minimize the Agency’s foreign currency exposures, including hedging using FX Derivative instruments; working closely with Accounts on the correct accounting entries for the derivative instruments;

•         Serving as a member of the Provident Fund Committee, the Investment Review Committee and other committees, as required.

Conditions of service 

UNRWA offers an attractive compensation package including annual salary starting at $84,721 net tax free with post adjustment of 43.7% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent will be required to travel in the Agency's area of operations in the Middle East and outside the Agency's area of operations to maintain working contacts with Agency's bankers and investment managers.

To qualify for this position, you will need:

Education

An advanced university degree (Master’s or equivalent) from an accredited educational institution  in accounting, business administration, commerce or other related discipline; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;

Work

Experience

At least ten years’ finance experience in the application of the knowledge acquired in accounting, business administration, commerce or other related discipline, of which at least four years should be specifically in banking and/or treasury, including three years of experience at a senior level in euro-dollar and international money market operations including a minimum of two years of relevant international experience outside your home country;

Language(s)

Excellent command of written and spoken English.

Desirable qualifications:

•         Experience in computerised financial systems;

•         Membership of a professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Chartered Accountants (ICA) or Chartered Financial Analyst (CFA) etc.

You will also need to demonstrate the following competencies:

•         Proven skills in cash and foreign currencies management, including an understanding of Foreign Currency derivative instruments and related accounting treatment;

•         Demonstrated ability to operate electronic banking systems and knowledge of standard applications;

•         Excellent analytical skills;         

•         Ability to cope with multiple tasks effectively;

•         Ability to work under difficult conditions;

•         Demonstrated management skills in a multi-cultural environment;

•         Ability to motivate staff;

•         Excellent communication skills and an ability to work effectively with people at all levels in the organization.
