In this headquarters role, you will have the opportunity to lead the Department of Security and Risk Management’s efforts on operations and surge support to the Field Security and Risk Management Offices, be in charge of training and capacity-building development, implementation and monitoring, as well as to serve as Professional Risk focal point for the Department.

The main responsibilities include:

Operations and Surge Support

•         Providing surge support to the Field Security and Risk Management offices in areas related to: emergency, crisis management, backstopping capacity gaps and interim security management;

•         Through visits to the Field and, in collaboration with the Senior/Field Security Officers, ensuring that UNRWA’s internal security risk management is context specific and aligned with the operational realities on the ground; identifying lessons learned and best practices to be integrated into the planning cycle, the training packages and the security risk management ‘Best Practice’ guide;

•         Supporting the Director and the Chief of Operations and Analysis in the development and implementation of a standardized and ‘light’ system to conduct security and risk assessments across the Agency, as well as in the development of the DSRM crisis management support response guide;

•         Identifying and supporting the implementation of community-based security projects;

Training and Capacity Building Implementation

•         Mapping and identifying valuable existing training and practicing across the Field in order to develop a ‘Best Practices’ training and piloting the package;

•         Developing and overseeing the complete learning and training cycle: conducting needs assessments for DSRM, developing an annual training calendar, preparing course schedules and lesson plans, delivering training, and evaluating and monitoring training activities;

•         Directing DSRM trainers in their assignments and performance;

•         Supervising and leading a front-line security training plan in order to build Area Staff front line staff capacity to make security related decisions in the workplace; Some of the initiatives are: SSAFE training programme for front line staff, customizing professional risk training for identifying most at risk categories of staff, programatic and contextual risk training for Area managers and relevant Departments;

•         Supervising and leading training on the Agency’s Security and Risk Management accountability framework to those with safety and security responsibilities;

•         Supporting the Senior Safety and Security Officer and the FSRM offices in the Guard Force Professionalization efforts;

•         Guiding and advising other DSRM team members in the development of other capacity-building activities relevant to their areas of expertise;

•         Supported by the Associate Monitoring and Reporting Officer, developing and implementing a monitoring and evaluation tool to measure the impact and assess areas of improvement in the next design phase;

Professional-Workplace Risk Lead

•         Managing the professional-workplace risk project; determining needs, arranging focus groups and providing the required training and materials according to the different target group; supporting Directors in conducting needs assessments to determine how professional risk could be better managed.

Conditions of service 

UNRWA offers an attractive compensation package including annual salary starting at $70,647 net tax free with post adjustment of 43.7% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent will be required to travel in the Agency’s area of operations.

To qualify for this position, you will need:

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution preferably in political/social science, international relations, law enforcement and/or business management with a focus on security management or any other related discipline with a particular focus on training and training development, and/or military/ police background at mid-grade level; a first level university degree with a relevant combination of experience may be accepted in lieu of the advanced university degree;

Work

experience

Minimum 8 years of work experience in Security and Risk Management related training development, preparation and implementation, accompanied preferably by significant experience in surge and operations support, including a minimum of 2 years of experience at international level outside your home country;

Language(s)

Excellent command of written and spoken English; knowledge of Arabic is highly desirable.
