Under the supervision of the Monitoring Specialist (Technical Writer Supply Chain Monitoring), the incumbent is responsible to (1) support the efforts of leveraging UNICEF’s expertise in supply chain monitoring and performance measurement; (2) support the provision of technical assistance to government partners to identify their bottlenecks in collecting, communicating and using data to improve their immunization and health supply chain system, especially at the subnational and community level; (3) coordinate activities through working with ROs and COs, as well as external partners.

 

The Monitoring, Strategic Data and Evidence Unit (MSDEU) focuses on the generation, synthesis, use and sharing of evidence and data as key contributions to supply chain optimization, programme design, and demonstrating results and achievements. The unit serves as the centralized source of official supply and logistics data, statistics and analysis, as well as the norm-setting entity on supply data in UNICEF. It leads on performance monitoring, demand forecasting and supply planning, end-to-end supply chain monitoring, as well as research and evaluation to use evidence to inform improvements to processes. It leverages UNICEF’s experience on supply chain monitoring and performance measuring to support countries improve visibility and performance of their supply chain through increased use of data. The unit’s work is cross-cutting in nature, providing support to SD, Regional and Country Offices, and collaborating with other Divisions and external supply partners. The position with this Job Profile provides support on various monitoring activities, mainly related to in-country government immunization and health supply chains but also to the overall UNICEF in-country supply chain under the Data Monitoring and Leveraging pillar of MSDEU.

Purpose for the job

Under the supervision of the Monitoring Specialist (Technical Writer Supply Chain Monitoring), the incumbent is responsible to (1) support the efforts of leveraging UNICEF’s expertise in supply chain monitoring and performance measurement; (2) support the provision of technical assistance to government partners to identify their bottlenecks in collecting, communicating and using data to improve their immunization and health supply chain system, especially at the subnational and community level; (3) coordinate activities through working with ROs and COs, as well as external partners.

Summary of key functions/accountabilities:

Under the supervision of the Monitoring Specialist (Technical Writer Supply Chain Monitoring):

1. Supports the UNICEF Supply Strategy on Monitoring, particularly concerning the leveraging of experiences in support of UNICEF’s government partners engaged in strengthening their use of data in their supply chains, while also supporting performance measurements, data availability, visibility and monitoring of the UNICEF supply chain.

2. Coordinates support and technical assistance to countries within UNICEF SD and at the global level on strengthening the use of data in their supply chains, among others, by tracking UNICEF’s Data for Management support provided to countries, identifying countries requesting technical assistance related to supply chain data, and provide support to the global cross-organizational working group for Data for Management, including coordination and information sharing.

3. Supports the awareness on, advocacy for and communication of the work on supply chain Data for Management by developing communication materials and by deriving and/or generating and maintaining updated reportable data to help communicate internally and externally to governments and partners on progress, including country study cases.

4. Provides support to country governments to strengthen the availability, quality and use of data at all levels of the supply chain, including by recruiting and managing technical consultants and service providers, by aligning in-country partners to support implementation or by providing direct technical assistance through helping identify concrete needs, facilitating the dialogue to devise concrete solutions and helping plan and implement activities.

5. Helps coordinate global initiatives to ensure the use of supply chain data in countries is included and/or considered in global assessment tools, electronic tools, and other demand and standard creating initiatives.

6. Supports the development and maintenance of the documentation on and organization of guidance and training materials in a central repository, and manages an online community platform and discussion forum.

7. Keeps abreast of developments in the supply chain strengthening areas of health system strengthening, in particular on supply chain Data for Management initiatives and work, both in countries and with global partners, but also by staying updated on the electronic systems used for LMIS in countries and participating in eHealth and eLMIS meetings to stay updated on relevant systems and developments to support countries with electronic availability of supply chain data.

Education
A completed 1st University Degree (Bachelor’s Degree) in Supply Chain Management, Pharmacy, Public Health, Social Sciences, or other related discipline is required.

Experience
A minimum of two (2) years of progressively responsible experience in development work, supporting country governments in the areas of supply chain, data availability, monitoring, use of supply chain data, supply planning and/or performance management is required.

Good knowledge of Microsoft Office and other computer applications is required.

Hands-on experience in complex data management and analysis is required, preferably related supply chain.

Experience with project management principles and change management principles is an asset.

Familiarity with vaccines or health products in the developing world is considered an asset.

Language requirements

Fluency in English is required.
Fluency in French is an asset.
Knowledge of another UN language (Spanish, Russian, Arabic, Chinese) is an asset.
