The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

Protection Adviser

 

Role specific information:

  • Adherence to NRC policies, guidance and procedures
  • Promote the rights of IDPs/returnees
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Play an active and strategic role in the humanitarian community to strengthen the protection and advocacy response
  • Strengthen NRC's prioritized advocacy response to the Iraq crisis.
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps
  • Provide regular progress reports to HoPu
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

 

 

Our ideal candidate:

A university graduate in international law, human rights or humanitarian studies, with a minimum of 5 years’ experience in leading protection coordination programmes in complex fragile states.  Full project cycle management capacity, knowledge of the legal framework applicable to protection work in IDP settings, planning and operational based experience in supporting camp and out camp projects, conceptual, analytical and critical thinking with the ability to develop strategies.  Previous experience working in Iraq or the Middle East is desirable.

  • Minimum 5 years practical experience in protection coordination role in particularly in working in complex fragile state (working in contexts which have experienced displacement/returns)
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • University degree/MA in international law, human rights or humanitarian studies
  • Professional knowledge of humanitarian and protection principles with practical hands on experience in mainstreaming protection in other sectors
  • Knowledge of the legal framework applicable to protection work in IDP settings, including IHL and IHRL
  • Experience networking, with substantial experience of building relationships.
  • Experience in community based and participatory programme planning approaches, with operational based experience in supporting camp and out of camp projects,
  • Good understanding of key technical standards (SPHERE, HAP, gender mainstreaming, IHL, hum principles etc) with the ability to integrate into programming
  • Demonstrate ability in thinking creatively and practically to improve the quality of projects
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop strategies
  • Strong project management and planning skills: assessments, design, implementation, monitoring, evaluation; with good skills in managing related data analysis
  • Strong capacity building, facilitation, and presentation skills
  • Strong capacity in influencing and liaison with a range of stakeholders and represent in high profile environments
  • Experience with humanitarian coordination mechanisms in a cluster response
  • Conversant in proposal writing with effective communication skills including fluency (speaking and writing) in English
