Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam-Al-Alil. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, Housing and Land Property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees. 

 

Overview:

The purpose of the Cash Officer position is day to day implementation of the Cash Project. The main duty of Cash Officer is to coordinate internally with the logistics/finance/security teams to ensure smooth implementation of activities and overall achievement of programme objectives. The Cash Officer will be reporting to Cash Coordinator. The position will be based in Mosul.

Ideal Candidate Profile:

A university degree in social science or equivalent field with (3) three years work experience as Cash/Distribution Officer in humanitarian/recovery context is required. Ideally the candidate should have experience in staff management and distribution. S/he should have computer skills including Word, Excel and Outlook. Fluency in spoken and written English and Arabic is required.

 

Key Job Tasks and Responsibilities:

  • Supervision and management of field staff including work development planning and performance management review and staff leave management.
  • Vehicle movement planning according to weekly work plans and acting as head of mission on field trips.
  • Raise procurement requisition as per procurement and spending plans
  • Develop weekly work plans as per the overall implementation plans
  • Leading field teams in implementing Cash programming activities as per donor guidelines and agreed standard operating procedures.
  • Daily and weekly Reporting of project activities as well as distribution reporting
  • Liaise with community leaders, local authorities and security forces to enable access of field teams in the areas of operation.
  • Responsible for the security of the staff in the field and reporting of any security incident during fieldwork.
  • Ensure protection mainstreaming in implementation of Cash programme activities

 

Qualification:

  • Previous experience working with Non-food item (NFI) and cash distributions in a non-governmental organization (NGO).
  • Competencies in all computer related tasks including Word, Excel, and Outlook.
  • Good understanding of community participation, and very good ability to communicate with beneficiaries.
  • Ability to manage high/low workload depending on emergencies.
  • Ability to work under pressure and with limited supervision in a challenging environment.
  • Ability to show leadership in a multi-cultural team.

 

The post will be for (3) three months contract duration with possibility of extension- subject to funds and satisfactory performance. 

Salary: 5/1 according to NRC-Iraq's salary scale.
