In order to strengthen NRC’s ability to respond earlier and faster with pre-qualified specialists within Security and NRC’s Core Competencies (Education, Food Security, Shelter, WASH, ICLA, Camp Management), the Emergency Response Section operates a Global Surge Capacity Roster. This Roster consists of some 80 stand-by members who are ready to deploy on 72 hours’ notice to strengthen the capacity of an NRC country programme, or to help set-up a new country programme.

NRC is currently looking for experienced Security Advisers.

Our Ideal Candidates:

We are seeking highly motivated and experienced Security Advisers, to support the delivery of effective risk management; and security planning, advice and operations support for NRC’s existing or new country operations

As the Security Adviser, you will be working alongside programme staff in the field, with responsibility for giving on-the-ground risk management advice as well as for providing strategic analysis and assessments to country level management.

We are seeking a university graduate, in relevant field such as risk, crisis and disaster management, security and safety management or equivalent with a minimum of 5 years of experience working as a Security Adviser in a humanitarian/recovery context.

Fluency in English and French, Spanish or Arabic, both written and verbal is essential.

Additional skillsets such as being a trained paramedic, etc., are an asset

Position Description:

The key success factor in this role is to reduce the risk exposure of NRC' staff and programs and ensure duty of care.

To achieve this the Security Adviser will need to successfully partner with NRC’s operational teams through team building and training, careful risk planning for growth and expansion, program design, incident reporting and management and context analysis.

Contextual Analysis and Advice

  • Maintain close contact with all relevant stakeholders to develop a network and build relationships with key actors – NGOs, INGOs, UN and government agencies, security forces and other armed actors

  • Monitor and analyse the security situation in the country one is deployed to, ensuring reliable security information as basis for informed decision-making

  • Provide security context analysis and security updates

  • Provide on-the-ground security advice and ensure situational awareness to mitigate risks to program staff in the field

  • Support new program initiatives with the design phase and technical documentation. S/he will ground truth local risk assessments and contingency planning – ensuring these are ready to be operationalised.

  • Ensure best practices in security incident reporting

  • Support incident management of all critical incidents with well-informed analysis of the context.

    Security Planning:

  • Provides quality control and technical support to promote and support efforts by operational teams to meet management targets in security through effective planning and budgeting for security as needed in line with NRC Global Security Standards

  • Support the development and maintenance of current security plans through the provision of planning workshops, training, and feedback on plans.

Deployment periods:  1 to maximum 6 months.
