Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law.

The HR Headquarters Unit is seated in the HR Operations Division and focuses on delivering best-in-class HR services to all staff and managers at Headquarters (HQ). As the Head of Unit, you will be managing a team of 7 people, including 4 HR Managers and a Head of Sector.

Your main mission is to identifying processes and workflows needing to be improved and to lead and communicate on HR projects for Headquarters in a spirit of continuous improvement.

Main duties and responsibilities

  • Lead a team of HR Managers for Headquarters, responsible for advising and supporting HQ Managers in attaining their strategic objectives, providing them with the necessary HR tools and practices in a constructive and pro-active manner, in compliance with internal guidelines and Swiss Labor law, promoting institutional values and ICRC image as a responsible employer;
  • Act as the strategic interface to Senior Managers at HQ providing them with HR advise and leadership tools to ensure a best-in-class operational delivery of people management and HR practices;
  • Guide the HR Managers so to apply a streamlined approach with line Managers, coaching them to acquire and further develop management best practices and supporting them for the development and implementation of solutions to achieve employee development;
  • Lead the HQ Welcome Services ensuring a high quality of service for incoming HQ staff.
  • With the support of the relevant Centres of Expertise, coordinate the implementation of processes, projects and HR services at HQ level and communicate on it;
  • In a spirit of continuous improvement and in collaboration with other HR actors, develop and implement new approaches, policies and procedures in order to guarantee a positive evolution of the HR function at Headquarters in line with evolution in the field;
  • Ensure that all HR processes and policies developed around the People Management Strategy are implemented for his/her area of responsibilities;
  • Be an active Change Agent and an ambassador of the People Management Programme.

Education and experience required

  • University diploma or equivalent in Human Resources Management, Business Management, or related disciplines;
  • At least 8 years of experience in human resources, preferably in a generalist role, with an international exposure;
  • Confirmed experience in team management;
  • Sound working knowledge of Swiss Labor law would be a distinctive advantage;
  • Coaching, mentoring and mediation experience a plus, a strong asset.

Desired profile and skills

  • Understanding of and/or experience working with the ICRC, within the Red Cross/Red Crescent Movement or similar experience in an international organization with a global presence desirable.
  • Team player and ability to build constructive and durable partnership with his-her team, as well as internal and external stakeholders ;
  • Resistance to stress, flexibility and capacity to adapt and drive change;
  • Strong negotiating skills and proven successes in driving buy-in as well as gaining support and acceptance of different parties;
  • Excellent interpersonal skills, including empathy, strong communication and active listening skills, demonstrated ability to connect and work with people from different background, culture and nationalities;
  • Strong capacities of analysis and synthesis, and proven ability to set priorities ;
  • Excellent command of French and English, spoken and written.
