Associate, Solar Home Systems Program

The Project Associate (PA) will be to be based within Mbarara to coordinate assessments with the local consultants and Partners, daily liaison with local stakeholders, link GGGI main office in Kampala to the project sites, and to gather contextual information pertinent to the project. The PA will establish a wide network of relevant local stakeholders. S/he will also assist and facilitate work within Mbarara. The Project Associate (PA)will in addition ensure consistent quality across the project and/or output delivery. He/She is responsible of maintaining and verifying project/output level budget execution and controls in line with GGGI policies and the project document. The PA will report to the Program Manager. This role will be full time for the duration of the project.

PURPOSE

The role of the Project Associate (PA) will;

  • Support two local firms/partners conducting a Comprehensive Market value chain assessment as well as geospatial and gender analysis to understand the consumer demand, economics, socio-economic factors, gender dynamics, and potential for income generation using SHS for productive uses through coordination, liaison and mobilization with the local communities and government in Mbarara.
  • Participate in the development and Implementation of a viable Market solution to address the barriers and opportunities to enhance access to SHS.
  • Organize and manage any stakeholder engagement events in liaison with the Program Manager and Senior Assistant
  • Work with the Program Manager and HQ communications team to document and communicate the Project outcomes. 
  • Monitor and report on project and work stream activities to ensure efficiency and consistency with established work plans to support programme management;
  • Support the monitoring of project budget and track expenditures to ensure that programme resources are optimally allocated and utilized

 

ENGAGEMENT

  • Provide regular updates to the Country Team and Representative on the progress of the project delivery.
  • Maintain professional relations with Government of Uganda; the Donor and other key stakeholders involved in the Project implementation including the SHS distributors and Consumers.
  • Participate and share experiences in regular Project reviews with the donor, Ministry of Energy and Mineral Development(MEMD) and the respective city administration of Mbarara in the delivery of the Project outcomes.
  • Liaise and work closely and regularly with the project implementing partners to ensure timelines and deadlines are adhered. Act as a daily focal point person between the Implementing partners; GGGI and the City government/administration as well as key stakeholders.
  • Engage with other Country Team members to discuss project progress and seek support where necessary
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the local context, demonstrating effective adaptation of the GGGI approach

 

DELIVERY

  • Develop and manage detailed Project Implementation plans and schedules in line with the Project Workplan and Budget.
  • Convene initial Project inception activities with the City Administration
  • Mobilize the Project participant especially for the Market value chain assessment, geospatial and gender analysis
  • Organize and Manage various project meeting during the project life time.
  • Where need be participate in the data collection and analysis Process especially during the inception phase of the Project.
  • Document and Report Project Progress to the Program Manager
  • Maintain program filing system and safeguard standards of reporting/documentary quality to support reporting to donors and programme stakeholders.
  • Participate in the design and Implementation of a viable Market solution to address the barriers and opportunities to enhance access to SHS
  • Liaise and coordinate the implementation of the Project with project manager and stakeholders in the City of Mbarara.

 

QUALIFICATIONS

A University degree in engineering, energy engineering, renewable energy-related or environmental economics from a well-recognized university. Proven, practical experience of at least 3 years in the renewable energy field

 

FUNCTIONAL

  • Technical knowledge of Uganda’s energy sector, policies, priorities, strategies and programs
  • A strong track record in undertaking energy research, analyzing country trends and drawing lessons learned.
  • Knowledge of the local language is desirable.
  • Willingness to live and Stay in Mbarara
