Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.

Under the overall supervision of the Chief of Mission, with the thematic support of the Regional Information Management Officer, and the direct supervision of the Joint Initiative Project Manager, the Information Management (IM) Officer is responsible for is responsible for the Page 1 / 5planning, coordination, supervision and implementation of information management activities. Core Functions / Responsibilities:

1. Plan for and implement the information management component of the Joint Initiative in coordination with the regional office and the IOM DTM Unit in Geneva.

2. Within the scope of IOM methodologies for capturing data, roll out methodologies and standardized tools (e.g. survey database design, population movement tracking systems, etc.) and make adaptations to fit the context whilst meeting the information needs of IOM, the governments, and humanitarian partners.

3. Within the scope of the IOM MAD methodologies for capturing information on migrant returns and reintegration programs, roll out methodologies and standardized tools (data collection on voluntary assisted return, mapping and socio-economic profiles of areas of returns). 4. Provide analysis of available data and produce regular reports and other information outputs for dissemination to government counterparts and humanitarian partners.

5. Develop and support, in coordination with operational partnerships with central and local authorities, service providers, agencies, and NGO partners for the proper implementation of data collection activities at national and district levels.

6. Support relationship-building/enhancement with UN agencies, international NGOs, and others for the purpose of improving the quality and relevance of information analysis. 7. Ensure that all data collection, storage, analysis and dissemination is in line with IOM’s data protection principles.

8. Participate in relevant meetings and undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and set up of new project/programmes, as required; update colleagues regularly.

9. Facilitate the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within all emergency and transition activities. 10. Ensure proper communication of project implementation in collaboration with the communication unit in Dakar and in HQs.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Information Systems, Computer Science, Media, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

Page 2 / 5• Experience in the management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products; • In-depth knowledge of the latest technological developments in information technology and information system;

• Demonstrated ability for leadership in the context of partnership building and consensual decision-making;

• Proven skills to analyse statistical information;

• Ability to formulate IM-related technical requirements and Operating Procedures; • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;

• Ability to compile and holistically analyse diverse datasets;

• Experience with handling confidential data;

• Demonstrated team-building and information management skills;

• Demonstrated understanding of different data collection methodologies;

• Understanding of relational data theory;

• Advanced data visualization and information design skills;

• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to guide and supervise staff and coordinate administrative matters; • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

•Fluency in English required for all duty stations. Working knowledge in French may be required for some of the advertised positions.
