Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

In the early hours of 25 August, violence broke out in the Rakhine state, resulting in severe unrest affecting minorities in the state. The extent and implications of the attack remain uncertain, however nearly 400,000 people are estimated to have crossed the border since the 25th August 2017. These new arrivals have crossed the border with bare minimum possessions and are in dire needs of food, shelter, WASH and health services. Existing services, including the Government of Bangladesh (GoB) health, strengthened by IOM, have been overwhelmed. New arrivals have been identified as lacking access to life-saving information and lack immediate awareness of where and how to access services.

Under supervision the IOM Emergency Coordinator, the CwC Working Group Coordinator will be responsible for overall management of the CwC Working Group - the coordination platform of a number of humanitarian agencies - for effective operations and inter agency cooperation on CwC interventions in Cox’s Bazar.

Core Functions / Responsibilities:

1) Provide strong leadership and guidance for the Cox’s Bazar CwC Working Group. Chair and coordinate weekly CwC working group meetings, facilitate consensus building. 2) Coordinate working group members to develop joint assessments and planning for a comprehensive CwC response in Cox’s Bazar. Coordinate joint information needs assessments Page 1 / 4and assessments of CwC interventions.

3) Advocate for CwC inclusion across sectors and provide strong technical expertise to all sectors.

4) Coordinate common service mechanisms and provide sectors with the technical advice and guidance needed to create cohesive communication and messaging to all affected populations. 5) Track and coordinate awareness-raising and other CwC related activities (including feedback mechanisms) in conjunction with partners and thematic/sectoral working groups. 6) Work with sectors to develop other appropriate accountability mechanisms and ensure implementation and reporting.

7) Facilitate and coordinate the development and dissemination of appropriate thematic and cross cutting messaging.

8) Attend sector meetings, sub groups and task forces to ensure CWC mechanisms are considered in campaigns and responses.

9) Encourage and facilitate a wide range of actors and agencies involved in CWC output to be involved and contribute to the humanitarian response

10) Facilitate relationships and partnerships between agencies. Oversee any CWC WG subgroups and ensure their adherence to WG guidelines.

11) Represent the CwC Working Group at coordination meetings and national and international CwC forums when necessary.

12) Contribute to reporting mechanisms for ISCG, and other relevant documents for IOM, and other agencies involved in the response.

14) Perform any other tasks that may be assigned by the Emergency Coordinator Required Qualifications and Experience:

Education

•·· Master’s degree in Political or Social Sciences, communications, media, development studies or community development or a related field from an accredited academic institution with five years of relevant professional experience; or

•·· University degree in the above fields with seven years of relevant professional experience. Experience

•··At least 10 years’ progressively senior experience working in emergency response settings (preferably L3).

•·· Operational experience at a senior level of creating and managing Communicating with Communities activities, advocacy and outreach.

•·· Demonstrated experience with 2-way communications, FGDs and participatory community Page 2 / 4engagement.

•··Practical understanding of the OCHA clusters system including experience as a sector or working group lead.

•·· Experience with collective and common feedback mechanisms, accountability strategies and complaint processes from affected communities.

•··Strong coordination, negotiation, mobilizing and facilitation skills. A demonstrated commitment to ensuring community representation.

Languages

Fluency in English required. Working knowledge of the local languages spoken in the region is an advantage.

Other:
